Job Summary

The PMU Head is the focal point responsible for overall management of field operations in Zabul Province. The PMU Head provides guidance, oversight and support services to the district offices, and serves as a coordinating unit between the center and field, and as the first line of general and administrative communications in both directions at the provincial level.

Duties & Responsibilities


Assist in launching Stability and Rural Development program activities in the field, by introducing the program to district counterparts and beneficiaries, and establishing conditions for setting up district teams and offices.

Maintains familiarity with all Work Plan activities in order to monitor progress in the field and take appropriate corrective action when needed, in consultation with other team leaders. Provide day-to-day management and oversight of provincial and field-based (district) staff to assure that management systems are in place and operating, that staff understand and carry out their assignments.

Facilitate interaction and communication between the center and field offices and personnel, including MRRD/PRRD team members, to assure responsive program management and timely completion and reporting of activities.

Report regularly to the executive management team on milestones achieved and constraints encountered. Recommends steps to remove constraints and facilitate Stability and Rural Development program activities.

Raise awareness of the program among provincial government agencies and offices, sector working groups and development council(s).

Develop close working relationship with the Provincial RRD Director to assure good communications, coordination of activities and facilitate decision-making about program activities.

Travel to participating districts in the province as needed to (a) introduce the program and gain key leaders’ support for program activities; (b) instruct and guide district teams in their work planning and execution of activities; (c) provide surge capacity, backstopping, and problem-solving support.

Participate in program reviews, field monitoring visits and program events on behalf of the Program.

Any other business assigned by the Central Support Unit Manager and Program leadership.

Understand and enforces AECOM’s policy of zero tolerance for fraud and corruption.

Other duties and responsibilities as assigned.

Job Requirements


University degree.

At least 10 years’ experience implementing donor-funded development or humanitarian assistance programs.

At least 5 years of management experience including team management, development of work plans and scheduling of events, troubleshooting communications and management problems.

Proven ability to work with government counterparts to implement challenging development assistance activities.

Excellent verbal and written communication skills in Pashtu, English and Dari.

Able to travel to district offices on occasion to oversee district offices setup, key management actions and close-out. Able to travel to Kandahar frequently to coordinate program activities, brief and inform colleagues, and participate in program planning activities.

Demonstrated interpersonal skills including diplomacy and tact.

Computer skills, including experience using Microsoft Word and Excel. Internet and e-mail skills required.

Ability to set priorities, work independently, and manage time effectively.

Ability to motivate and lead people.

Demonstrated abilities to take initiatives, build consensus and make things happen.

Professionalism in appearance and demeanor.
