Job Summary

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Duties & Responsibilities

Under the direct supervision of the Project Manager and with the day-to-day supervision of Component Lead-of Subnational Governance (Output One) the national UN Volunteer (Provincial Planning Officer) will provide expertise and supports in provincial Planning in LoGo Supported 13 Provinces undertake the following key tasks:


Provide support to the Component Lead- of Subnational Governance (Output one)

Provides technical guidance and assistance

Facilitate knowledge building and management

Provide support to the Component Lead- Subnational Governance, by focusing on the following results:

Assist the component lead in providing inputs for AWP, detailed implementation plan, and procurement plan including budget

Assist in preparing monthly, quarterly and annual progress reports as well as case studies and periodic updates and briefs

Assist in identifying bottlenecks and proposing solutions for better performance of the component
Provide technical guidance and assistance, by focusing on the following results:

Assist in providing technical guidance and support to implementation of Provincial Development Plan (PDP) guideline in LoGo supported provinces

Support the development of quality provincial strategic plans/ provincial development plans in participatory and gender-responsive approaches

Coordinate with MoEc / IDLG officials and provide technical support on subnational planning and support to the collection of gender disaggregated data

Assist in building and fostering partnerships between various sub-national state institutions including CSOs for effective and participatory planning

Support and coordinate to conduct trainings on provincial planning for provinces supported by LoGo

Assist in enhancing PDP/PSP implementation capacities in provinces

Engage women, youth and civil society in provincial planning and strengthen their role in planning and delivery of basic services;

Assist in providing advice and support on clearly defining provincial council’s role in planning

Facilitates knowledge building and management, focusing on achievement of the following results:

Assist in developing, publishing or disseminating knowledge products (case studies, compilation of best practices and lessons learned)

Under guidance of the component lead, conduct studies and share best practices on sub-national governance

Promote teamwork, information sharing and collaboration within the sub-national governance arena of the project and between the component and field staff

Provide learning opportunities for the regional and NTAs in local planning

Any other tasks as assigned by the supervisor.

Furthermore, UN Volunteers are required to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);

Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.


11. Results/Expected Output:


The key results have an impact on the overall effectiveness of UNDP´s development results in Afghanistan. The efficient and timely achievement of project´s results will strengthen UNDP’s position as a strong and reliable development partner and satisfaction on the part of the development partners in the country.

A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Job Requirements


Development Studies, Public Administration, Strategic Management or other relevant discipline

With Bachelor’s degree one year of relevant experience is required

In-depth knowledge of local governance realities in Afghanistan

Prior experience in local/strategic planning is advantage

Strong communication skills

Ability to coordinate different stakeholders in a complex work environment.

Experienced in capacity development

Ability to work independently

Able to use computer programs/applications(MS. Word, Excel, Power Point, )

Fluency in written and spoken English plus local Afghan languages (Dari and/or Pashtu).

Submission Guideline

All UN staff personnel working in Afghanistan in general and Kabul in particular are required to strictly adhere to standard security protocol as issued and advised by the UN Security apparatus.
Health: Exposure exists to diseases. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Vaccinations for Hepatitis A & B, Typhoid, Tetanus/Diphtheria, Polio and Meningitis are recommended. Vaccination Card (yellow card) must be brought. Malaria prophylaxis is highly recommended. UN personnel have access during working hours to a Clinic inside the compound.

14. Conditions of Service for national UN Volunteers
A 12 - month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 600 $ is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
