The Provincial Support Team (PST) Manager will be responsible for coordinating and managing the implementation of the MRRD/IDLG SIKA-West programming at the provincial and district level and undertake these activities in full coordination with IDLG and MRRD partners. The PST Manager will be responsible for coordinating Stabilization, Communications & Outreach, Community Development, Governance, Gender, Monitoring & Evaluation and Operational programming activities at the provincial and district level to ensure that program goals are met.
1. Provide administrative direction to Stabilization, Communications & Outreach, Community Development, Gender, Governance, Grants & Monitoring & Evaluation personnel to enable them to perform their programming objectives in a coordinated fashion at the provincial and district level. Identify and address field programming issues and share all concerns with the SIKA-West Provincial Coordinators and Deputy Chief of Party.
2. Attend SIKA-West District Stabilization Committee meetings on monthly basis and responsible for supporting the SIKA-West program to logistically support these IDLG/MRRD led events. Work with Stabilization Department personnel to support District Governments and DRRD personnel to facilitate these meetings independently.
3. Provide administrative and logistical support to Communication & Outreach activities at the Provincial and District level, ensuring that C&O programming activities are provided the necessary resources to achieve their programming objectives.
4. Play a key role in tracking Community Development infrastructure rehabilitation activities at the district level to ensure timely progress and that project quality is maintained. Provide provincial and district resources to ensure that Community Development personnel are able to effectively implement their program objectives.
5. Provide logistical and administrative support to Gender Mainstreaming programming, ensuring that SIKA-West fully coordinates with IDLG/MRRD/DOWA on gender mainstreaming programming at the provincial and district level.
6. Provide logistical and administrative support to the Governance programming, ensuring that SIKA-West fully coordinates with IDLG/MRRD at the provincial and district level and provides effective mentoring to IDLG/MRRD provincial/district personnel while working to improve and expand on current government services.
7. Provide logistical and administrative support to the Grants programming to ensure the timely payment of CDC milestones in coordination with CDCs.
8. Provide logistical and administrative support to the Monitoring & Evaluation programming, ensuring that the M&E Department fully coordinates with IDLG/MRRD at the provincial and district level and provides effective mentoring to district IDLG/MRRD focal points.
9. Responsible for tracking and reporting on Stabilization, Communications & Outreach, Community Development, Gender, Governance, Grants, Monitoring & Evaluation programming at the provincial and district level and providing weekly updates to the Provincial Coordinator, Deputy Chief of Party and M&E Department on these activities.
10. Responsible for compiling weekly PST/DST Meeting Reports and sharing these reports with the Provincial Coordinator & M&E Department on a weekly basis.
11. Responsible for ensuring that monthly workplans are in place for PST/DST offices and these plans are undertaken in coordination with MRRD/IDLG where required.
12. Act as a provincial and district focal point for IDLG/MRRD partners and maintain a cooperative working relationship with Provincial/District Governors, DRRD representatives, District Stabilization Committees (DSC’s), District Development Assemblies (DDA’s) and Community Development Councils (CDC’s)
13. Make random and regular visits to DST office locations on a selective basis to ensure that the program is being implemented according to approved programming guidelines.
14. Required to travel to assigned provinces and districts by road.
15. Any other related task as assigned by the Deputy Chief of Party.
Bachelor’s degree from an accredited university in Management, Engineering, Communications or other relevant field related to our program departments (Required)
2-3 years of experience in managing provincial level development programming (Preferred)
Relevant technical knowledge in one or more of the following: stability programs, rural and local economic development, provision of public services, community development, grants management, community and regional infrastructure project management, monitoring & evaluation etc.
Strong leadership skills with the ability to multitask; prior experience in supervising and managing staff on USAID donor funded programs preferred. Ability to identify and implement creative and practical approaches to overcome programming challenges.

Planning, reporting and evaluation skills are essential
Excellent communication, reporting, writing and presentation skills are required.
Proficiency with Excel, Word & PowerPoint required.
Excellent Dari/ Pashto language skills ( English Skills Preferred)
Direct knowledge of the province - its people, history, social and economic setting is essential.
