Project Background and Objective of the assignment:
The Area-Based Approach to Development Emergency Initiatives (ABADEI) Strategy has been designed as a response to the ongoing crisis in Afghanistan upon a call of the UN Executive Committee Working Group for Afghanistan.
The PSEA Capacity Building Officer will be responsible for building the capacity of UNDP's local partners implementing different projects on matters related to Protection from Sexual Exploitation and Abuse (PSEA). This position may require also to support on gender and protection related activities as it will require engaging women and girls in the community. The position will serve to enhance PSEA system strengthening for UNDP’s flagship programme Area Based Programme for Development Emergency Initiatives (ABADEI). This role will focus on training and capacity need assessment to inform the capacity building plan development and implementation for the partners and supporting contractors, including but not limited to the field mobilizers, and local women’s groups, ensuring effective communication and compliance with PSEA principles and policies in line with UNDP’s country office strategy and action plan, as well as principles enshrined in IASC PSEA policies and UNSG’s Bulletin on the special measures to PSEA.
Scope of work:
1. Training and Capacity Building:
2. Conduct training need assessment and develop capacity building plan for local contractors.
3. Conduct in-house training sessions for contractors, both in-person at their offices and online.
4. Organize and deliver refresher courses on PSEA.
5. Build the capacity of local partners, field mobilizers, and women’s savings groups in PSEA in the area office where ABADEI is implemented.
6. Conduct field-based training and provide ongoing support to local mobilizers, particularly those supporting community kitchens and women’s livelihood groups.
7. Collect feedback and refine PSEA training approaches based on insights from these consultations.
8. Field Capacity Assessments and Support:
9. Regularly visit field sites to assess PSEA capacity and needs among local groups.
10. Provide technical support to field mobilizers in PSEA compliance, ensuring awareness of reporting mechanisms.
11. Ensure alignment of field activities with UNDP's PSEA standards.
12. Support with the training of local staff in the area office, especially for implementing partners and contractors.
13. Community Consultations, especially with women and children:
14. Organize Focus Group Discussions (FGDs) with women in local communities to explore challenges, barriers to accessing PSEA information, and reporting mechanisms.
15. Collect and document change and impact stories from the field to showcase PSEA success, particularly among LVGs (Low Value Grants) and NGOs.
16. Highlight PSEA best practices and champions for donor reporting and organizational learning.
17. Collaboration and Coordination:
18. Collaborate with UNDP program teams, local NGOs, and women’s groups to ensure the effective implementation of PSEA initiatives.
19. Serve as a liaison between UNDP and field teams to address any concerns or challenges related to PSEA compliance.
20. Ensure regular updates and documentation of PSEA-related activities, reporting to supervisors and relevant departments.

Institutional arrangement: The third-party PSEA Officer will work under the supervision of ABADEI program Gender Specialist
Payment: Monthly bases
Duration of the assignment: 6 months
Duty station: Kabul with Travel to other provinces
Experience and Skills:
• At least seven years experiences with bachelors degree in the area of Protection, Gender, PSEA in local NGOs or three years of relevant experience with Masters degree.
• Proven experiences in working with women and children in the community.
• Experience in the PSEA capacity initiative and training of UNDP’s NCCSP Project
• Real training experience on PSEA. Attach a training report with key content, powerpoint
• Reporting: Strong skills in documentation. Attach one report/story/case study that shows substance on gender work or PSEA work, women related programme.
Competencies:
• Capacity Development: Ability to design and implement training sessions tailored to field mobilizers and local partners.
• Assessment and Monitoring: Skills in conducting field-based assessments and supporting teams in compliance with PSEA standards.
• Community Engagement: Demonstrated ability to work with local communities and groups to address barriers and challenges in accessing information and reporting mechanisms, especially to women and girls.
Language Requirements:
Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
