The Public Finance Specialist/Manager/Advisor will provide technical assistance, capacity development and training support to strengthen line ministries in the area of public financial management (PFM) linked to provincial budgeting. In collaboration and coordination with the Ministry of Finance (MoF) Provincial Budgeting Unit (PBU), he/she will provide technical assistance to selected line ministries (e.g., MoEd, MoPH, MAIL, MRRD) in order to implement provincial budgeting policy and other MoF PFM guidelines in operation and maintenance (O&M), budget planning, and budget execution. Principle duties and responsibilities are listed below.
I. Reporting
The Public Finance Specialist/Manager/Advisor reports to the Component 2 Director or his/her designee.
The following duties and responsibilities are to be performed in collaboration with the MoF PBU and selected line ministries.
Support line ministry counterparts in the preparation of a work plan to improve provincial management in the areas of budgeting and PFM.
Assist line ministry staff in implementing, reviewing and analyzing current processes related to provincial budgeting, and assist line ministries and their provincial line departments in implementing provincial budgeting.
In coordination with counterparts and APFM staff, develop and implement training on subnational financing and budgeting in line with MoF provincial budgeting policy and guidelines.
Work with line ministries to facilitate consultation and coordination between central line ministries and their provincial departments on provincial priority projects and operating budget needs.
Promote engagement of all provincial budgeting policy stakeholders (e.g., civil society, non-governmental organizations, media outlets, and academic and research associations) in the budget formulation and implementation process.
Support line ministry counterparts and other entities in the development and implementation of sector-specific O&M policies, manuals, guidelines, O&M costing schedules, and O&M financial and non- financial monitoring and reporting mechanisms.
Support line ministry counterparts in determining the amount of their annual ordinary and development budget and in developing their provincial budget in accordance with provincial budgeting policy.
Formulate and implement O&M budgets in accordance with O&M policy and relevant guidelines.
Identify bottlenecks and problems in processes and implementation of budget execution, and establish a proper monitoring mechanism in line ministries to ensure effectiveness of O&M expenditures.
Draft reports on budget technical topics and project activities.
Prepare and deliver presentations on budget topics.
Develop and implement capacity development programs for tashkeel working in budget areas.
Provide information required for APFM progress reports and for the APFM Monitoring and Evaluation Plan.
Perform any other appropriate tasks that support project activities as assigned by the APFM Component 2 Director or his/her designee.
Bachelor’s degree in economics or related field, Masters preferred.
To be considered for a Public Finance Specialist position, at least 3 years of progressively responsible related experience and at least 2 years of applicable technical and professional experience.
To be considered for a Public Finance Manager position, at least 4 years of progressively responsible related experience and at least 3 years of applicable technical and professional experience.
To be considered for a Public Finance Advisor position, at least 5 years of progressively responsible related experience and at least 6 years of applicable technical and professional experience.
Experience in implementing capacity development and training programs, including coaching and mentoring.
Proficiency in Microsoft Office, especially MS Word, Excel and PowerPoint.
Ability to communicate and work effectively in a cross-cultural environment.
Excellent organizational and prioritization skills.
Ability to write and verbally communicate clearly and concisely in English and Dari or Pashto.
Experience working with Afghan government agencies preferred.
Experience working at line ministries (particularly MoEd, MoPH, MAIL or MRRD) preferred.
Experience working with international donor technical assistance programs preferred.
