The Public Financial Management Specialist (PFMS) will report to the Public Financial Management Advisor (PFMA) and through him to the Senior Manager for Organization Development. The PFMS will work along with the Financial Autonomy team to review the current Financial Management Systems, Policies and Procedure of the four Kabul-based universities (Kabul Medical University, Kabul Polytechnic University, Kabul University and Shaheed Ostad Burhanuddin Rabanni Education University), recommend practical and appropriate improvements. Recently a new by-law has been promulgated providing for the public universities to assume a certain level of financial autonomy. The PFMS will work along with the Financial Autonomy team, Finance Director of MoHE and the leadership of above-mentioned universities to review the current Financial By-law and provide recommendations, develop implementation policies and procedures. The PFMS will also work on developing the training curriculum for Financial Autonomy and other necessary financial and accounting trainings based on available assessments, process improvement recommendations and e-accounting and finance systems where applicable.
The overall responsibility of PFMS is to implement the Financial Autonomy by-laws and improve the systems policies and procedures of finance department of universities and build the staff capacity to enable them to become financially autonomous.
The tasks and responsibilities for the PFMS include but are not limited to the following:
1.Assess and review the existing financial systems, policies and procedures of the four Kabul-based public universities, through conducting process mapping, gap analysis, and process improvement
2.Work with the ICT team of USWDP on gathering the exact requirement for Financial Management System under HEMIS
3.Assess and review the existing financial laws and regulations, decrees, specific policy documents about financial autonomy in close-coordination with FPMA and MoHE Finance Director.
4.Provide technical support for the implementation of the financial autonomy by-law.
5.Develop policies and procedures related to the above areas in close collaboration with System Development team, MoHE and Universities
6.Developed a ToR for board of trustees and form the board
7.Develop various financial and administrative reporting mechanisms for universities.
8.Develop various financial control mechanism for universities
9.Develop training curriculums on the concept, implementation and practical applications of financial autonomy and other necessary financial training and deliver the training to the senior leadership, appropriate officials and financial staff of MoHE and targeted universities.
10.Develop a costing scheme for Associate and Master degrees’ programs of the universities
11.Build the capacity of the financial staff of the universities through on-the-job trainings working with them side-by-side on planning, budgeting, monitoring & evaluation and reporting
12.Other tasks assigned by supervisor(s)
Education
Master degree in Financial Management/Economics is required. ACCA, CPA qualification is highly preferred.
Experience
With bachelor’s degree ten years, and with master’s degree five years of progressive experience in Public Finance/Accounting and Budgeting is required
Strong practical experience in reviewing and developing public financial and accounting systems, policies and procedures.
Budgeting and financial managements skills relevant to public sectors, NGOS and organizations
Knowledgeable of Afghan labor, tax and procurement law
Technical Skills
Interpersonal and effective communication skills both verbal and written
Ability to perform various financial and interpretational analysis in problem solving, processing data and information
IT and language Skills
High level proficiency in MS Office application such as MS Word, Excel and PowerPoint is required. Proficiency in database operating, development and designing and knowledge in financial software is advantage.
High level proficiency in local languages Dari/ Pashto and English will be required.
Strong communications skills
Must be a team player
