Job Summary

The Quality Assurance (QA) / Quality Control (QC) Supervisor is responsible for providing daily supervision, scheduling, support, guidance and coordination of infrastructure project monitoring and reporting conducted by QA field engineers stationed throughout eastern Afghanistan.

Duties & Responsibilities

• Together with the QA/QC Manager and QC Engineers, plan, schedule, allocate and track QA Engineer infrastructure project monitoring activities.
• Reviews drawings, specifications and material take-offs for each infrastructure project and together with the QC Engineer submits applicable information to QA Engineers prior to field missions.
• Together with the QC Engineer conducts Subject Matter Expert (SME) review of all QA Engineer field reports within 24 hours of receipt and verifies accuracy of all data.
• Ensure field mission goals for all QA Engineers in eastern Afghanistan are met each week.
• Provides the QA/QC Manager with a weekly report of all RC-East infrastructure project monitoring actrivities required and actual deliverables in annotated map form.
• When necessary and through discussion with the QA/QC Manager, conducts field QC of specific QA Engineer monitoring reports.
• Monitor and coordinate field engineer administrative documents, reimbursements, etc. and other resource needs.
• Provide training to QA/QC staff.
• Perform all other duties as assigned by program senior management.

Job Requirements

Required Skills and Experience:
• Bachelor of Science (B.Sc.) Degree in Civil Engineering or related field
• Minimum seven (7) years work and staff supervision experience in the construction of buildings, roads, canals and wells.
• Demonstrable experience in performing QA and QC of construction on project sites, writing technical reports, noting deficiencies and variances from project specifications and drawings, comparing actual progress with project schedules and plans, and recommending steps to be taken for improving construction methods and promoting timely completion.
• Demonstrable proficiency with MS Office software.
• Familiarity with industry-standard GPS equipment. Capable of reading maps and construction drawings.
• Familiarity with geographic and nature of the whole country, and good knowledge of project location.
• Documented proficiency in spoken and written English, Pashto, and Dari.

Preferred Skills and Experience:
• Completion of short-term professional technical training courses (in fields related to the responsibilities of this position) is desirable.
• Liaison experience with GIRoA ministries and international donors is desirable.
• Experience with scheduling is desirable.

Success Factors:
• Should possess good communication skills. Candidates with proficiency (i.e. better speaking, reading and writing skills) in English, as well as the national languages Pashto and Dari, will be given preference.
• Candidates should possess tactfulness, enthusiasm towards his assigned tasks, good human relationship skills, integrity, honesty, and the ability to work under pressure to accomplish work tasks within assigned given time periods.

Travel Requirements:
Knowledge of and the ability to travel throughout the project location area is vital to accomplishing the duties for the position. Preference will be given to local candidates.

Physical Requirements:
All IRD personnel who work in Afghanistan must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis. Candidates will be required to provide medical certification to IRD's satisfaction of the absence of any conditions that might impair a candidate's ability to meet these requirements.
