The main purpose of the QAC Expert is to facilitate continuous improvements in operations and/or project management at SIKA-East offices and in projects (grants and non-grants) and help to maintain standards and compliance to the organization’s procedures and processes as well as its overall performance and integrity.
The QAC Expert will provide advice and support to SIKA-East units, offices and projects to achieve the purpose of the unit. He/She will carry out training and briefing sessions related to planning, performance, lessons learnt, competency, Quality Management System (QMS), compliance and other relevant topics.
The QAC Expert will directly report to the QAC Director.
QAC Experts typically work always in teams of two to implement reviews, investigations and remedial actions. Individually, they can sometimes be assigned to fill-in a vacant position.
The QAC Expert’s duties and responsibilities include but are not limited to:
Supporting the QAC Director and fellow Experts in technical and other tasks;
Developing effective relationships between Technical and Support offices;
Developing and maintaining a thorough technical understanding of current document systems / processes and policy requirements within the organization;
Constantly challenging ways of working and seeking continuous improvements;
Continuous improvements:
Supporting and facilitating continuous improvements in SIKA-East offices or on the part of grantees or subcontractors involved in grant and non-grant projects;
Rolling out and maintaining a grievance and complaints mechanism so that interested parties can report issues in a safe, timely and appropriate manner to SIKA-East, or other parties where appropriate;
Ensuring that the quality-relevant processes needed for an integrated performance system are maintained on all levels of the organization;
Maintaining a strong system of internal controls to ensure high level of regulatory and quality assurance compliance;
Performing internal audits across all areas of SIKA-East in line with the designated audit schedule;
Identifying, recommending and, as appropriate, implementing efficiency improvements to policies and procedures;
Attaining legal and quality standards within the organization;
Capacity building:
Communicating the quality policy, strategic quality planning and quality objectives;
Designing and delivering regular training on internal compliance with and documentation of quality issues ensuring a high level of understanding of required standards;
Managing the effective communication of policy and procedure requirements to SIKA-East offices ensuring an appropriate level of awareness and understanding by all staff, and where relevant by grantees and subcontractors;
Educating team on the effective use of current data systems and related procedures, and where necessary, help to fill knowledge gaps of staff;
Reporting:
Participating in Annual Management Reviews;
Providing reports and coordinating necessary changes with the unit director and the Chief of Party;
Filling-in a vacant position where necessary;
Other duties as requested by the supervisor.
COMMON DUTIES
Uphold the mission, values and spirit of SIKA-East in coordinating the program and in interacting with all community members.
Follow and enforce all SIKA-East codes of conduct, including but not limited to, the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy; report any violations to the appropriate SIKA-East authority; and participate in preventative initiatives.
Follow and enforce all SIKA organizational policies, procedures and guidelines, including but not limited to, personnel, security, communications, finance, procurement, and logistics; report any violations to the appropriate SIKA authority.
Actively seek opportunities that will complement the ability to fulfill the position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.
Perform other duties as requested by supervisor.
At least a BA degree in quality management, quality assurance science, auditing, finances, business administration or other related field is required.
At least from four years to six years of quality assurance, quality management, auditing or related experience is required preferably with international development organizations.
A broad understanding of issues related to international development in Afghanistan is required.
The ability to establish and maintain collegial relations with colleagues in Kabul and field offices as well as home office personnel is an essential element of the job.
Ability to communicate effectively, to be organized, and articulate, is required. Report writing skills required.
A demonstrated ability to work as a team member is required.
S/he must also be comfortable working independently, managing several activities at once, and working under pressure to meet very short deadlines.
A great self starter with the enthusiasm for high standards is required.
Language Proficiency – Fluency in Dari and Pashto is required. Level 4 proficiency in English is required.
Computer skills – Excellent working use of MS Office, MS Outlook, and MS PowerPoint and other similar packages are required.
Ability and desire to travel frequently and sometimes for extended periods of time to different districts and provinces of East Afghanistan are required.
Ability to communicate effectively, to be organized, and articulate, is required. Report writing skills required.

Note: The actual salary of the successful candidate will be negotiated within the grade 10 pay band, depending on qualifications and previous salary history. It is unlikely that an individual will be selected who does not already have the prior training and experience to fully perform at the grade 10 level, or who in some other way does not fully meet all requirements for the position. However, should such an individual be offered a position, the offered salary may be at less than the minimum salary in the grade 10 pay band.
