Job Summary

Implement a QA/QC Management System and ensure that it is being applied in a fair and equitable manner.

Duties & Responsibilities

Implement a QA/QC Management System and ensure that it is being applied in a fair and equitable manner.

Work in close collaboration and coordination with Government staff at Provincial MPW’s and also liaises closely with other national stakeholders and NGOs working in the region.

Establish or upgrade QC laboratories in all regions

Coordinate the work of all regional QA/QC Engineers and provide guidance for them

Ensure quality in all stages of rehabilitation works from inception to completion (including documentation)

Assist with contractor pre-qualification and performance evaluation during the course of contract execution, for subsequent ranking and updating of contractors registers.

Prepare protocols and preform documents for supervision and quality assurance of contracts for issuing and recording instructions and variations to contractors and for recording and reporting progress.

Initiate briefings for the contractors before commencement of the works to explain the contractual obligations of both parties (client and contractor); the expectations of the client with regard to quality the requirements for proper supervision and quality assurance and certification.

Carry out regular supervision and necessary provide guidance/coaching of the contractor to improve contractor performance and quality of the works (make the contractor a partner).

Receive and monitor the monthly progress reports from regions and consolidate them for the Central Office, Kabul.

Endorse Payment Certificates to contractors in terms of Quality.

Ensure that records and statistics related to social targeting are maintained and reported.

Train staff, QA/QC Engineers, Project Engineer and selected contractors on the construction management of rural road infrastructure.

Participate in missions related to project review and evaluation.

Participate in the preparation and implementation of seminars and training courses.

Perform and other duties deemed necessary by the Chief Technical Advisor.

Any other assignment as required by the supervisor.

Job Requirements

NTA (4) years’ experience and bachelor’s degree in relevant fields Civil Engineering, Road Construction, Transportation Engineering and Construction Management.

Road and construction management software and familiarity with other related software.

Excellent skills in operating MS Windows and MS Office programs.

Demonstrated ability to training and build capacity of counterparts.

Proven organizational, negotiation and problem solving skills.

Be able and willing to travel to other provinces and districts within Afghanistan, including insecure and volatile areas.

Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)

Excellent interpersonal Skills

Excellent communication skills (both oral and written).

Strong people skills and an ability to work in a team environment.

Proven experience in analyzing design software.

Self-discipline, integrity and ability to work under pressure to meet tight deadlines.

Job Requirements:


NTA (4) years’ experience and bachelor’s degree in relevant fields Civil Engineering, Road Construction, Transportation Engineering and Construction Management.

Thorough knowledge of methodologies of quality assurance and standards.

Excellent numerical skills and understanding of data analysis/statistical methods.

Proven background in similar positions.

Must have technical knowledge.
