About National Skills Development Program (NSDP)

Introduction:

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

 

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.


Job Summary

Scope of Duties:

 

The Quality Assurance Officer will have the responsibility of initiating and managing the quality assurance of non-formal TVET Institutions and Centers.

 

The Quality Assurance Officer will work as a team member of the quality assurance/Accreditation unit and will report to the Quality Assurance Manager.

Since the post is funded from the discretionary budget of MOLSA, therefore the initial duration of the assignment will be for 3 months which coincides with the end of fiscal year and it is very likely that the post will be extended in to next fiscal year. These three months will also serve as probationary period.


Duties & Responsibilities

1.    Review and analyze the existing quality assurance mechanism of TVET sector in the country;

2.    Develop a systemic and practical quality assurance mechanism for temporary certification and accreditation system;

3.    Develop required documents for quality assurance for temporary certification and accreditation system;

4.    Develop and put in-place an internal evaluation mechanism for quality improvement and preparing TVET institutions and centers for accreditation.

5.    Setup a quality assurance mechanism for TVET institutions and centers in temporary Certification and Accreditation Committee;

6.    Quality assurance of all aspects of the assessment and certification based on the quality assurance guidelines and manuals

7.    Quality assurance of all aspects of accreditation of the TVET institution based on the quality assurance guidelines and manuals.

8.    Periodic review of the TVET institutions and centers and feedback for systematic solution for quality improvement and quality assurance.

9.    Preparing annual review report with specific recommendations for quality improvement of TVET institutions and centers.

10. Annual review of the quality assurance mechanism and bring necessary improvement in the mechanism.

11. Close coordination and consultation with relevant stakeholders.

12. Preparing weekly based annual report for quality assurance section of the temporary certification and accreditation Committee.

13. Providing casual, weekly, monthly, quarterly and annual reports to the management against the annual plan.

14. Carry out any other tasks assigned by the supervisors as per the requirement;


Job Requirements

Qualifications and Experience:

 

a.    Bachelor Degree in related field with 4 years’ relevant experience in teaching and training,

b.    Excellent interpersonal, analytical, negotiating skills.

c.     Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in both national language (Pashto and Dari) reading, writing, listening and speaking skill (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, and consultants.

d.    Training and/or capacity building skills

e.     Presentation skills

f.     Experience working with UN Agency or Non-Governmental Organization (NGO) is a plus
