Job Summary

Operate the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to en-sure quality and confidential radio communications for the operational needs of Kabul Base and Coordination.

Duties & Responsibilities

- the HF and VHF radios, avoid using any sensitive or security-related information and follow the MSF security rules

- Ensure radio frequencies' (HF and VHF) quality and transmission capacity for Base and Mobile installations

- Install and program frequencies in all types of radios when necessary in collaboration with the ICT Technician/Project Logistician

- Ensure that messages are well copied/passed to all people concerned and record the messages on the radio log book. 

- Make radio contacts with reference bases (capital and/or field) according to communication rules/schedules and forward all information concerning the security of the teams to the Project/Capital Coordinator

- Monitor and register any movement, of people, vehicles, helicopters, airplanes, and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and inform the line manager of any delays

- Supervise and monitor the VHF radio allocation book (handsets) and register the loan of handsets to all staff, follow it up on a regular basis

- Train and guide new radio operators and ensure they follow all protocols. Ensure the implementation of refreshments and/or complementary training for all radio operators

- Train and support all radio users in using radio equipment, and radio language and performing the user maintenance tasks

- Install, operate, and perform preventive maintenance checks on assigned equipment, check that the equipment is working properly, and immediately inform the line manager of any damage/loss/theft. 

- Maintain the equipment, communications room, and premises in clean and tidy conditions. Maintain and supervise HF VHF batteries status in good maintenance conditions

- Provide basic radio training when necessary to MSF staff

- Give regular feedback to the line manager and report directly any issue or incident


Job Requirements

Education

- High school diploma (12th class) desirable

- Good knowledge of mission area roads essential

- Basic knowledge of mathematics, mechanical and electronic principles essential

- Proficient user of MS Office (Excel, Word, Outlook) Desirable

Experience

- 2 years experience in a similar position essential

- MSF or NGO experience desirable

Languages

- Dari/Pashtu: oral and written essential (Excellent oral speaking Pashtu is essential)

- English: oral and written essential.


WORKING HOURS AND SALARY

FULL TIME / SCHEDULE: 176 HOURS PER MONTH - DUE TO THE NATURE OF THE POSITION THE CANDIDATE MUST BE WILLING AND CAPABLE OF SOMETIMES WORKING OUTSIDE REGULAR OFFICE HOURS.

THE WORK HOURS WILL BE SCHEDULED ON SHIFT IN A DUTY ROSTER.

SALARY WILL BE PAID ACCORDING TO THE MSF SALARY GRID
