Job Summary
The National Democratic Institute (NDI) seeks a Director of Administration and Finance - NDI Afghanistan for its field office and programs in Afghanistan. The Director, based in Kabul, will coordinate with headquarters (Washington, D.C.) and country-based teams on the day to day management of administrative, financial and sub-grants issues. S/he will oversee and manage a team of finance, human resources, subgrants and administration support staff members. S/he will be responsible for overseeing field office finances and administration, assessing and monitoring NDI field office practices in accordance with NDI institutional standards and practices and in compliance with donor requirements and policies. This position reports to the NDI Afghanistan Country Director.
The six-month position is available in July 2021, contingent upon donor approval of key personnel, and may be extended pending funding.
Duties & Responsibilities
Maintain financial management systems, oversee compliance with internal controls and accounting procedures, and ensure that all financial and accounting reports are prepared and submitted in a timely manner;
Develop and maintain office, personnel, and payroll management systems, including compliance with national tax system;
Oversee the field office’s finance, administration, human resources and subgrants units;
Manage human resources issues and ensure compliance with local laws, NDI and donor administrative and reporting requirements, as well as appropriate implementation of field office policy manuals and handbooks;
Manage office filing and archive systems, and oversee the compilation and maintenance of local databases as required;
Oversee the implementation of policies regarding procurement, shipping, travel and insurance;
Lead the field office in preparing for internal and external audits;
Guide in-country team in implementing subgrants management systems;
Review local partner application proposals and budgets for accuracy, allowability of costs, cost reasonableness, and compliance with donor and NDI guidelines;
Evaluate subgrantees’ financial systems and internal controls to assess risks and develop appropriate monitoring procedures, in consultation with DC-based subgrant staff;
Ensure appropriate logistical support is provided for all office events, including meetings and workshops;
Liaise and maintain working relationships with the Ministry of Economy and Ministry of Finance to provide required compliance reports.
Job Requirements
Education and/or Experience
Bachelor’s Degree in Accounting, Business Administration, Finance, Legal Studies or equivalent education;
Minimum of 10 years of demonstrable experience in international grants, contracts administration or accounting. Additional years of relevant work experience may be substituted for educational requirement;
Experience in financial operations management and implementing best practices;
Experience managing large-scale projects or initiatives;
Experience with international nonprofit organizations preferred.
Required Skills and Abilities
Extensive experience in financial management as well as international grants and subgrants management;
Excellent interpersonal and problem-solving skills to effectively interact with all levels of staff, partners and vendors;
Strong verbal and written communications skills to effectively present detailed financial information, respond to questions and develop reports. Fluency in Dari and English is required;
Proficiency with Google and Microsoft products, database applications, and accounting-related software and applications including Quicken and Costpoint;
Extensive knowledge of USAID and international donor policies and requirements;
Ability to read and interpret government and organization rules and regulations;
High level of attention to detail in all aspects of work responsibilities;
Ability to practice discretion and maintain the confidentiality and security of accounting records;
Capacity to identify essential elements of complex accounting and management issues;
Capability to develop and implement effective strategies and tactics for accomplishing assigned duties; and
Proven organizational skills and ability to multitask under tight deadlines.
