WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.

Job Summary

WDIO is seeking ambitious and energetic candidates for Quality Control Engineer to oversee the construction of building projects, such as Structure, water supply, sewer, building electric work, wash, and other Construction work. He will manage all quality control & and assurance activities at the site, responsible for the implementation of quality control procedures and plans for providing more efficient on-site construction work. Furthermore, he will supervise and support Field engineers and will provide directions on quality control of building structure, water supply and sanitation, and building electric work.

The QC Engineer will entail seeking and ensuring compliance from AAFCE & USACE onsite testing facilities.

Duties & Responsibilities

  • Follow up the Q/C manual during construction work such as (buildings, water supply, and sanitation).
  • In conjunction with the respective contractors facilitate the testing of materials in laboratories in the region.
  • Make a schedule of testing of materials for each contract and ensure the tests are carried out as planned.
  • Train the regional and provincial site supervisor in verifying and certifying the quality of materials prior to their use in the site for construction.
  • Maintain and document the records of reports of tests carried out on the sites of construction.
  • Investigate and report contractor’s concerns related to quality control issues as may be required.
  • Prepare and submit reports on project works, contractor’s performance, and quality of work when making field visits.
  • Inform on problems or potential problems with respect to materials and quality that arise in connection with the works contract and make recommendations for possible solutions.
  • Provide timely assistance and direction on all matters related to the interpretation of the quality control testing and other matters related to contract compliance and the progress of a project.
  • Review as may be necessary, all laboratory and field-testing of materials and equipment products needed to assure that the quality standards specified in the contract documents are met.
  • Standardization for all geotechnical and material exploration (both soil and rock) for buildings and drainage crossings, high embankments, and cut slopes susceptible to erosion/landslide; various laboratory testing of soil samples.
  • Ensure that the quality-related site activities are in accordance with the applicable codes, standards, drawings, and specs
  • Check the project construction according to its specifications.
  • Reviewing design documents, plans, specifications, and maps.
  • Review submittals for submission to the design documents.
  • Control all nonconformance reports and ensure undertake remedial action.
  • Checking plans, drawings, and quantities for accuracy of calculations.
  • Maintain continuous inspections of all phases of construction.
  • Report all quality control efforts and results on a daily basis.
  • Maintain plans, civil/structure maps, submittals, and daily reports.
  • Become thoroughly familiar with the quality control plan.
  • Before the start of each phase of work, review thoroughly the applicable submittals, technical maps, maps, and specifications associated with that activity to ensure submissions.
  • Performing other duties assigned by a construction project manager.

Job Requirements

Required Qualifications and Experience:

  • Bachelor’s degree in Civil Engineering.
  • At least 3 years of relevant experience in the Quality Control of building projects.
  • Ability to use computers and have knowledge of MS Office package, Auto CAD, and QA/QC Documentation.
  • Ability to work independently and with minimal guidance and lead and guide others.
  • Excellent cross-cultural skills, and ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism, and gender sensitivity.
