ACTED is working in 14 north, north eastern and East & West provinces of Afghanistan. These provinces are affected by natural and man-made disasters. ACTED is providing relief and emergency assistance to the vulnerable population affected by displacements, conflicts or natural disasters, in the field of agriculture, NFI, shelters, WASH and food security.

ACTED manages several initiatives, including the REACH Initiative. REACH’s purpose is to provide granular data, timely information, and in-depth analysis to support the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. The work of the REACH Initiative directly feeds into aid response and decision-making by providing accessible and precise information on the humanitarian situation of crisis-affected populations.

REACH Initiative has been present in Afghanistan since 2016, providing a growing evidence base for humanitarian response planning through sectoral, multi-sectoral and area-based assessments as well as information management services. ACTED/REACH Afghanistan is looking for an Program Manager to lead one of its research teams, as of 07 Dec 2020.


Job Summary

In coordination with the REACH Country Operation Manager, Research/Assessment Manager, AOs and Field Manager he/she will be responsible , Project officers management and training, and data quality control according to data cleaning plan developed by AOs and Project Officers

Duties & Responsibilities

Coordination:

·      In collaboration with the REACH Operation Manager, Research Manager, Senior Field and Program Officers, and AOs, coordinate assessment schedules and work plans, and communicate any challenges and blockages in a timely manner

·      Provide timely updates to the REACH Country Operation Manager, the REACH AOs of any challenges and difficulties related to the projects/assessments

·      Prepare SOPs for relevant processes for each assessment, such as data collection monitoring and tracking, and data cleaning, in coordination with operations, data, and assessment teams


Project Cycle Management and Reporting:

·      Manage the operational tasks of a portfolio of complex research initiatives to ensure program and strategic objectives are met

·      Final responsibility for data quality control, according to data cleaning plan developed in coordination with the data and assessment teams.

·      Oversight of and support with monitoring and evaluation of project implementation and impact

·      Support with grants management, including proposal development and donor reporting as required.

·      Coordination of translations and testing of all assessment tools prior to testing and piloting at field level and support in development of field training materials as needed prior to data collection.

·      Work with the operations, data, and assessment teams to analyze, evaluate, and overcome program risks, and produce internal program reports for management.





Research Design and Analysis:

·      Provide input on operational elements of research design and development of project Terms of Reference (TOR)

·      Review and contextualization of questionnaire development and phrasing

·      Review and contextualization of data analysis and reporting.

·      Manage program and project teams for optimal return-on-investment, and coordinate and delegate cross-project initiatives


Staff Management and Training:

·      Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones

·      Train all Project officers on sampling, survey methods, and other training topics as required by REACH Country Operation Manager or Assessment Team

·      Support and review weekly/bi-weekly work planning by Project Officers, in line with project objectives and deadlines

·      Enforce compliance of all staff and activities with the ACTED code of conduct and safety and security measures in Afghanistan

·      Timely flag any issues, deadlines, or anything influencing the data collection at field level to country operations or field manager

·      Ensure Project Officers / Field Officers attendance at their monitoring sites


Any other tasks assigned by line manager.

Job Requirements

·      Bachelor Degree (computer science, economic or social law) but, Master degree will be preferred.

·      At least 3 -5 years of experience working with humanitarian organization

·      Willingness to travel extensively to lead data collection across region covered by designated field office (Mazar, Herat, Kabul, Kandahar, Jalalabad)

·      Previous experience in a management and capacity building role

·      Previous experience with data collection, including mobile data collection platform, and basic data analysis

·      Familiarity with assessment design, data tracking and data cleaning

·      Strong understanding of proper data collection procedures, and data security practices

·      Good organizational, communication, and interpersonal skills

·      Ability to think creatively in terms of tool and process development

·      Flexibility and adaptability to ever-changing needs and responsibilities

·      Familiarity with the aid system, and an understanding of donor and governmental requirements is an asset

·      Professional English skills

·      Ability to work both independently, and as part of a team

·      Strong leadership skills

Ability to write project/assessment reports to donors
