The Regional Appeals Specialist will work with the IARCSC Regional Director, IARCSC Appeals Specialist and Provincial Liaison Officers to receive document and process all complaints received from civil servants in the region. The Regional Appeals Specialist will also provide training to civil servants on the appeals process and be responsible for maintaining detailed documentation of all complaints.
• Work with the IARCSC Regional Director, IARCSC Appeals Specialist and Provincial Liaison Officers to receive, document and process all complaints received from civil servants in the region
• Gather all documentation, evidence and testimony relating to the each complaint
• Register and record all complaints and final resolutions
• Submit all complaints and supporting documentation to the Regional Director and Appeal’s Board for processing
• Follow up on all complaints and communicate all decisions to relevant parties
• Monitor the implementation of Appeal’s Board resolutions in regard to complaints in the region
• Conduct frequent trips to each province in the region to increase communication and coordination and conduct relevant training and receive complaints from civil servants and advise on appeals issues and provide recommendations as needed
• Organize and conduct workshops, seminars and on the job training for Provincial Liaison Officers on the appeal’s procedure and for civil servants and HR personnel in provincial line directorates
• Organize and maintain a fully transparent, confidential file system of complaints to include all collected documentation, testimony and resolutions
• Conduct continuous improvement of the appeals process and provide recommendations to the Regional Director, Appeal’s Board and USAID/ACSS
• Develop weekly, monthly, quarterly and annual work plans and reports
• Submit all plans and reports to the Regional Director, Appeals Board and USAID/ACSS
• Provide verbal and written reports to USAID/ACSS, Appeals Board and Regional CSC Office as required
• Perform other tasks as assigned
• Bachelor degree in government, law or similar course
• Minimum of 2 years of experience in law, human resources, internal investigations
• Thorough understanding of Afghanistan government procedures, the IARCSC appeals process and the Public Administration Reform (PAR) process
• Previous work experience with government agencies
• Previous work experience in planning and coordination
• Ability to work independently, under pressure and manage conflicting priorities
• Ability to frequently travel to multiple provinces
• High level of computer literacy, including strong command of the Microsoft Office Suite
• Strong interpersonal and organizational skills
• Fluency (written and spoken) in Dari and English, Pashto desirable
