AKF,A currently manages and implements the largest, multi-sectoral development programme within the network and has built a strong reputation with the Government of Afghanistan, donors and local partners in a number of technical fields. At present, it is seeking an exceptional individual to fill the position of Regional Education Programme Manager at its Regional Programme Office in one of its regional programme offices.

Job Summary:
The REPM is responsible for managing the portfolio of Education Programmes in AKF regional office. S/he must provide overall leadership, management and guidance to the education programmes in the region and must report to the Director of Education in Kabul on a regular and systematic basis. Foremost the REPM has a key role to play in the financial planning, management of staff and supervising programme implementation and reporting in the region. S/he will have a strong link with the Regional Programme Manager in the AKF Regional Offices whilst at the same time developing a strong working relationship with the Provincial/District Education Directorates at the Ministry of Education.

The REPM works closely with the extended professional teams that have been set up to cover the more technical sides of programme implementation within the AKF education portfolio. The Professional Development Unit is designed to give technical assistance to all programme activities and to provide all technical training relating to educational issues. The M and E team tracks and provides assistance in data collection, monitoring and evaluation as agreed for each of the different programmes. In addition the REPM will work closely with the designated Programme Coordinators in Kabul on a regular prescribed basis to fulfil the YPO processes, ensuring that project implementation is on track against budgeted work plans and all donor reporting obligations.

The increasingly integrated nature of education work across the different districts necessitates the REPM to have a full understanding of outcomes/ outputs of the individual programmes. S/he must work in close conjunction with the REOs who are directly responsible for the supervising individual SCEs/ trainers implementing the programmes. S/he must be seen to be out in the field and must spend time in visiting each of the different districts. The impact of each programme is the direct responsibility of the REPM in conjunction with the Professional Development Unit and the Senior Management Staff in Kabul.

Duties & Responsibilities

• Provides overall leadership and management to AKF Education Programmes and staff in the region ensuring effective program implementation;
• Provides written program reports and updates on a regular basis and as required by national office;
• Takes responsibility for appropriate utilization and disbursement of programme finances, and reporting on expenditure in association with the finance department at AKF Regional Office.
• Responsible for recruitment, management and appraisal of regional education staff working across the range of education programmes in the region in conjunction with AKF HR Departments.
• Works in partnership with the Professional Development Unit and National Programme Coordinators in ensuring an effective implementation of AKF education programmes in the region.
• Coordinate closely with the AKF Regional Programme Manager and Area/District Officers to achieve program objectives;
• Builds relationships with the Provincial / District education Officers and coordinates the work of AKF Education with the relevant MoE regional organs through the appointed Provincial Liaison Officer;
• Maintains regular direct communication with DoE in Kabul on all significant issues pertaining to full scope of programme implementation in the region, in consultation with the Education Programme management at the NPO
• Give direct assistance/ capacity building to Provincial/ District Education Offices and Directors;
• Controls overall administration of activities, emanating from the regional education office in accordance with YPO.

Job Requirements

• A Master's degree in Education.
• 5 years experience managing education programmes either in a government or non-governmental organization
• Excellent interpersonal and team building skills staffing: Designates the work responsibilities for respective regional REOs/SCEs/PLO/M and E team
• Completes performance appraisals for senior team
• Geographical Scope: Systematic across all programmatic areas in the Region.
• Logistical: Oversees the efficacy of administrative and financial requests submitted by REOs and liaises closely with regional/national offices when required.

• Proven experience in a supervisory capacity, managing a diverse team in an demanding environment;
• Excellent communication skills in English (and preferably in Dari/Pashtu)
• Computer literate (Microsoft Word, Access and Excel)
