Job Summary

Under the supervision of the Project Director, the Regional Manager responsibilities include but are not limited to the following tasks:

Duties & Responsibilities

The Regional Manager will be responsible for overall OFWM project management in respective region;
2. Review the performance of the regional team members and take necessary actions and measures for optimal functioning of the team;
3. Manage (plan, organize, direct and control) the overall implementation at regional level;
4. Develop strategic partnerships, resources and activities to enhance the impact of the project at the regional level;
5. Supervise, monitor, evaluate and report on all activities in line with the component and overall work plan;
6. Maintain professional working environment by considering work and cultural ethics;
7. Review the existing work plans within 3-week of employment and modify if deemed necessary with valid justifications;
8. Carry out day-to-day work independently in accordance with the established policies, procedures and plan with limited supervision;
9. Report on the project objectives and achievements on behalf of the partner organizations and or contractors;
10. Develop and maintain positive working relationships with relevant stakeholders and other constituencies important to the success of the Project.
11. Work closely with DAIL offices by updating the DAIL directors on provincial plans and progress of the project;
12. Maintain financial, administrative, logistical, project management and communication systems according to standards set by On-Farm Water Management Project/MAIL/The WB;
13. Represent and promote the Project at regional arenas as and when required;
14. The Regional Manager will regulate day-to-day interaction by weekly review meetings with the regional team;
15. Conduct training need assessment of the OFWMP regional team and irrigation employees of DAIL, and develop detailed capacity building plan;
16. Ensure effective and proactive exchange of knowledge, experiences and practices drawn from the implementation of the Project to ensure synergy and a flow of information between regions and core team;
17. Participate in relevant staff activities at regional level;
18. Monitor all aspects of project progress and implementation; and
19. Undertake any additional duties as may be required by the Project Director;

Job Requirements


Shall have an accredited degree in engineering, (preferably bachelor in civil engineering), economics, agriculture, water management and at least 3 years of experience (e.g. procurement, engineering)

Shall have competence and aptitude;

Shall have experience and ability in leading the work of a particular technical area.

Able to work without close supervision and take initiative in his/her own area of responsibility

Key Competencies of the assignment:
- Ability to work independently, take initiatives and make sound judgments;
- Good information system/computer skills;
- Excellent Reporting Skills;
- Excellent organizational and analytical skills;
- Fluency in local languages;
- Fluency in English written and oral is essential; and
- Willing to travel to project sites in the region.
