Job Summary

The primary purpose of the position is to serve as a resource person who will enhance the proficiency and the quality of the ECD programs and ensure the engagement of key stakeholders through capacity building and advocacy activities. The Regional Senior Officer (RSO) for ECDs will identify program needs and accordingly facilitate training courses for ECD teachers, parents, communities and ECD school shuras.
S/he will coordinate closely with the National Advisor for ECD to ensure effective implementation of the ECD and adult literacy programmes. The RSO for ECD will provide technical support to the ECD centres and the AKF education team, to identify ECD needs and develop strategies; provide continuous feedback and supervision to ECD teachers and AKF staff with the goal of enhancing learning outcomes for students. The Regional Officer, Education for ECD will directly report to the Regional Manager for Education-Programme Impact and Quality and work in accordance with AKF directives and policies. They will play a critical role in coordination with AKES-A regarding ECD programme implementation, capacity building, sustainability and ensuring that no duplication is happening in the region.

Duties & Responsibilities

Technical Advice and support: Review, revise and facilitate the implementation process of establishing ECD, parenting, and adult literacy programmes, support the development of strategic and work plans in coordination with Area Senior Teacher Educators, Education (ASTEEs) and District Teacher Educators, Education (DTEEs), and ensure that ECD centres are successfully established according to plan with attention to building community support and awareness of the importance of ECD for child development;
Programme Planning and delivery: In coordination with the National Advisor- ECD, the RSO-ECD will develop and deliver trainings for ECD, parenting, and adult literacy teachers, and AKF education field staff. They will lead and supervise the whole process of ECD programme establishment, development, and improvement;
Programme effectiveness: work with the Area Office team to ensure programme quality and effectiveness. Plan interventions which are relevant to the development and sustainability of the ECD model. Participate in ECD development plans with Shuras, District Education Offices and other NGOS working for or with ECDs and particularly with AKES-A;
Staff Management and Development: Assist RME-IQ in identifying needs and developing strategies which will strengthen the capacity of the regional education team in the areas of ECD establishment and development. Provide ongoing support and supervision to the ASTEEs and DTEEs in the region in order to support the development of the team’s understanding and capacity on ECD programmes;
Resource Management: Facilitate the development and selection of teaching and learning materials (e.g., books, stationery and other resources) which are economic and appropriate for early childhood development.. Introduce innovative ideas to the communities?? to develop local resources to enrich and supplement the textbooks (what textbooks?) and ensure relevance of the materials;
Reporting and updates: Prepares reports on field visits, trainings conducted on a monthly basis on ECD programme impact and effectiveness and provides regular feedback to technical challenges faced by the team, teachers, Shuras and communities;
Representation: responsible to represent AKF in education forums and meetings relevant to ECD establishment, development and improvement.

Job Requirements

Bachelor Degree in Education preferably post-graduation degree in Education;
At least 3-5 years of teaching experience in primary education;
3-5 Years’ experience in teachers’ education, Teachers training, TOT;
High level of interpersonal skills;
Good oral and written communication skills in Dari and English with good computing skills;
Strong motivation to improve education and ready to work in hard and remote areas of Badakhshan.
