About Ministry of Public Health

Job Summary

Health Status:The health status of the approximately 25 million Afghans is among the worst in the world. The infant mortality rate is 129 per 1,000 live births and the maternal mortality ratio is 1,600/100,000 live births.

Health Care Services:Until 2003 the performance of the public health system was poor (e.g. only 8% of women received prenatal care) with the exception of mass vaccination campaigns which achieved high coverage. Since 2004, there has been a large increase in service delivery, about 90% of it provided by NGOs. The Ministry of Public Health (MoPH) has taken the responsibility to organize the allocation of funds within the sector and to set guidelines and standards for service provisions by NGOs, which are contracted. The Basic Package of Health Services (BPHS) and Essential Package of Health Services (EPHS) have been developed which clearly delineate the service that should be provided by each type of primary health care and hospital facilities respectively.

Health System: Despite impressive progress in health system development and services delivery, Afghanistan still faces tremendous challenges in provision of equable quality health care. In addition to security and dependency on external support, challenges such as improved access to health care, up grading the skills of service providers, weak demand for services utilization, and gaps in stewardship role of the ministry such as properly monitoring the system at all levels, are example of these challenges. In order to strengthen the system and address the bottlenecks, the Global Alliance on Vaccination and Immunization (GAVI) and the Global Fund (GFATM) opened an opportunities to fill the gaps and strengthen their health systems.

MoPH response: Afghanistan submitted its proposals in accordance with the donor guidelines, proposing some of the critical areas that affect the system. These areas mainly include improved access to quality health care, increased demand for health services utilization and strengthen stewardship role of the MOPH at different levels. In order to facilitate the overall process, MOPH needs to recruit competent staff who provides support to MOPH on successful implementation of the plans and institutionalization of HSS support which includes this position.

A. SCOPE OF WORK

The research coordinator will have responsibility of coordinating the Evaluation of the CBHC program which includes the components of community-based health care (CHWs, Shura, CHS, Family Action Groups and other community level activity groups) with CBHC Directorate, Monitoring and Evaluation Directorate and the Project Contract –out implementer.

Duties & Responsibilities

• Closely coordinate all activities from bidding process till implementation of the study with the relevant departments which are HSS, CBHC and M and E department.
• Assist in development of research protocol, study questionnaire and operational plan for the study in coordination with the relevant departments.
• Develop or adapt formats, procedures and regulations to be used for successful implementation of the study.
• In coordination with the relevant departments, actively participate in selection, recruitment and training of study staff.
• Conduct field visits to monitor the implementation and progress of the study observing high ethical standards, norms and provide on-site support as required in coordination with the involved departments.
• Keep appropriate record of correspondence and documents related to the study.
• Actively assist in data analysis and data interpretation of the collected data in coordination with the relevant departments.
• Review monthly reports and provide technical feedback and guidance to the contract out implementing organization in coordination with relevant departments.
• Prepare regular update reports of the study progress to the involved departments.
• Any other relevant task given by Research Directorate

Job Requirements

• Medical doctor graduated from recognized Universities. Master degree is preferred.
• At least 2year experience in the field of research,
• At least 5 years general experience in medical or research setups.
• Fluency and professional ability and skills of English language and one of local languages (Pashto or Dari);
• Good skills of computer MS office, access program , internet , photocopy use ,scanning etc. Familiarity withsoftware for data analysis (stata, SPSS, Epi-info) is preferred.
• Willingness to travel in- country if required.
