--Shahy Khazana Microfinance (SKM) is a newly established microfinance institution, licensed under the Central Bank of Afghanistan and registered with the Ministry of Commerce as an LLC. Based in Kabul, SKM delivers Shariah-compliant financing to underserved communities, focusing on empowering small businesses and women entrepreneurs. Our mission is to drive Afghanistan’s future with sustainable finance, social equity, and environmental care. As a new organization, SKM requires a skilled Risk Officer .

Job Summary

The SKM Microfinance Risk Officer is responsible for identifying, assessing, monitoring, and mitigating the various risks that a Shahy Khazana Microfinance (SKM) faces, including credit, operational, market, compliance, and reputational risks. The Risk officer ensures the SKM adheres to risk management policies and regulatory requirements, and helps build a strong risk culture across departments. 

Duties & Responsibilities

1. Risk Identification and Assessment  Identify existing and potential risks in loan portfolios, operations, products, and processes  Conduct regular risk assessments and vulnerability analysis of SKM operations  Evaluate clients’ and portfolios’ risk profiles using risk-based tools and data

2. Risk Monitoring and Reporting  Monitor risk indicators and trends (e.g., PAR, NPL, portfolio concentration)  Prepare regular risk reports for senior management and regulatory bodies  Track performance against risk appetite and tolerance levels

3. Risk Mitigation and Controls  Design and implement internal controls to reduce risk exposure  Work with credit and operations teams to ensure risk mitigation strategies are practical and effective  Investigate and report operational losses and fraud cases.

4. Compliance and Governance  Ensure compliance with internal policies, regulatory requirements, and industry standards.  Assist in audits and regulatory inspections  Maintain up-to-date knowledge of SKM regulations and risk practices.

5. Policy Development and Training  Assist in developing and updating the risk management framework, policies, and procedures.  Conduct risk awareness training for staff at all levels  Promote a risk-aware culture across the organization 

Job Requirements

 Strong analytical and problem-solving skills.

 Solid understanding of microfinance operations and risk types

 Excellent communication and report-writing skills.

 Proficiency in risk management tools and MS Office (Excel, Word, PowerPoint)

 Ability to work independently and collaboratively 

 Portfolio at Risk (PAR) levels within acceptable threshold

 Compliance audit scores.

 Number and severity of risk incidents reported and resolved

 Timeliness and accuracy of risk reports
