SCI - Afghanistan
Save the Children has been working in Afghanistan since 1976. Our way of working close to people and on their own terms has enabled us to deliver lasting change to tens of thousands of children in the country. The UN Convention of the Rights of the Child is the basis of our work.
The Safeguarding Coordinator will support Safeguarding Manager in driving our endeavors in this focused area of work across the country office. The Coordinator will combine elements of capacity building and monitoring whilst enforcing compliance and accountability, management and investigation as well as aspects of advocacy at the National level. The post holder will also be expected to recommend and implement preventive measures aimed at reducing child safeguarding cases. He/she will also provide mentoring and capacity-building to staff and partners on issues related to child safeguarding.
The role holder will work in conjunction with the HR Director and Child safeguarding focal persons located across the country. The role holder will work under the guidance of the Safeguarding Manager and in close collaboration with the safeguarding officers and focal points located across the country.
KEY AREAS OF ACCOUNTABILITY :
Role model high levels of professional safeguarding behaviour and maintain the standards required by the Safeguarding Policies and Code of Conduct. Act as an ambassador for both child and adult safeguarding policy.
Safeguarding system strenthing-
• Support Safeguarding Manager in undertaking clear, strong advocacy in line with the Safeguarding Policy at the country level.
• Support Safeguarding Manager to complete annual safeguarding assessment.
• Coordinate with Safeguarding field focal points to develop annual safeguarding plans in all provinces and feed that into CO annual Safeguarding Plan
• Support Safeguarding Manager to conduct Sectoral safeguarding risk assessment to identify potential risks to children and adults in all the sectors.
• Support Safeguarding manager and provincial safeguarding focal points to ensure safeguarding activity-based risk assessments are completed by all projects as required.
• Work with the Safeguarding Manager to develop, implement and regularly review Safeguarding action plan.
• Support staff to take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks.
• Deliver mandatory and refresher training workshops to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions.
• Ensure all staffs including security guards, drivers, cleaners etc. received periodical safeguarding refresher.
• Review and strengthen Safeguarding systems within the country office, planning and delivering training programs accordingly.
Field level roll-out and maintenance of training programmes
• Conduct need assessment of safeguarding awareness
• Coordinate with Provincial Safeguarding Focal points to organize mandatory safeguarding training workshops and refreshers training
• Coordinate with provincial safeguarding focal points to review and strengthen Child Safeguarding systems strengthening needs within partner agencies, planning and delivering training programs accordingly.
• Ensure that all visitors and representatives are given briefings and comply with the Policy.
Safeguarding Visibility
• Conduct annual assessment of the safeguarding visibility materials through community engagement to ensure all visibility materials are child and adult friendly.
• Review and update safeguarding visibility materials like posters, flex etc. annually.
• Coordinate with MEAL to assess the awareness level of safeguarding among community participants and partner staffs.
• Ensure that all visitors to the Country Programme receive a visit specific briefing on arrival prior to any field visit.
Reporting and Investigation
• Ensure all staffs are trained on how to report concerns via DATIX.
• Ensure 24 hours reporting mandate is adequately informed to all staffs, partners and relevant stakeholders.
• Report all the concerns received via various reporting channels like MEAL, emails, phone calls etc. are reported to DATIX and informed to Safeguarding Manager.
• Maintain safeguarding tracker updated and provide monthly report of the tracker with lesson learning to Safeguarding Manager.
• Where assigned, lead the investigation and manage case.
• Support Safeguarding Manager or lead when Safeguarding Manager is unavailable on investigations on safeguarding incidents.
• Support Safeguarding Manager or lead when Manager is unavailable to prepare initial and final report to ARO
• Keep all reports and cases confidentially recorded
• Follow-up on recommendations and plan of action
HUMANITARIAN
• As guided by Safeguarding Manager, coordinate with relevant function to get updates on new visitors in CO and field offices. Ensure all deployed humanitarian staff receive required country safeguarding related training and briefings to enable them to do their job and re-enforce their safeguarding responsibility.
• Adapt and develop procedures to conduct Safeguarding Inductions to rapidly hired new staffs.
• Support Safeguarding Manager to conduct rapid safeguarding risk and need assessment for the CO.
• Ensure 24 Hours reporting guidance is properly adhered even in emergency context
• Support Safeguarding Manager in ensuring that safeguarding considerations and resources are included in CO’s Emergency Preparedness Plan, initial assessments, community engagement, response implementation, and monitoring for the duration of the response.

QUALIFICATIONS
• Bachelor’s degree in Social science or any other related field.
EXPERIENCE AND SKILLS
• 5 (Five) years of experience in the area of child safeguarding with international organizations.
• Experience of managing as well as undertaking complex safeguarding investigations and or disciplinary investigations.
• Multi-disciplinary experience of working successfully with senior managers to deliver major operational change with a track record of delivering results to high standards.
• Experience of a lead role in national advocacy or policy work either in the field of Safeguarding or Human Resource to ensure policy implementation.
• Experience of building personal internal and external networks.
• Experience of planning and undertaking training programmes/workshops in safeguarding at a range of levels (e.g. field workers, managers, senior managers and decision makers).
• Strong verbal communication and report writing skills in English and Dari/Pashto languages.
• Strong presentation skills.
• Demonstrable commitment to Children’s Rights.
