Job Summary

The Safety Officer is responsible for ensuring compliance with health, safety, and environmental (HSE) standards on the 500kV Transmission Line Project. The role involves identifying potential hazards, enforcing safety policies, and promoting a culture of safety across all project activities to protect workers and prevent accidents.


Duties & Responsibilities

  1. Safety Compliance: Assist in the implementation and enforcement of health and safety policies, procedures, and guidelines on construction sites to ensure compliance with regulatory requirements and industry standards.
  2. Safety Inspections: Conduct regular inspections of construction sites to identify potential hazards, unsafe conditions, and non-compliance with safety regulations. Document findings and recommend corrective actions to mitigate risks.
  3. Incident Reporting: Investigate accidents, near misses, and safety incidents to determine root causes and contributing factors. Prepare incident reports and recommend corrective and preventive measures to prevent recurrence.
  4. Training and Education: Assist in the development and delivery of safety training programs for construction personnel, subcontractors, and other stakeholders. Provide guidance on safe work practices, hazard recognition, and emergency procedures.
  5. Safety Communication: Communicate safety policies, procedures, and expectations to project teams, subcontractors, and other personnel. Facilitate safety meetings, toolbox talks, and safety awareness campaigns to promote a culture of safety on construction sites.
  6. Emergency Preparedness: Assist in the development and implementation of emergency response plans and procedures for construction sites. Ensure that personnel are trained and prepared to respond effectively to emergencies such as fires, medical emergencies, and natural disasters.
  7. Safety Documentation: Maintain accurate and up-to-date records of safety inspections, training sessions, incident reports, and other safety-related documentation. Prepare reports for management, regulatory agencies, and other stakeholders as required.

8. Safety Equipment and PPE: Monitor the availability and proper use of personal protective equipment (PPE) and safety equipment on construction sites.

Ensure that all personnel are equipped with the necessary PPE to perform their duties safely

10. Coordination with Project Team:

  • Work closely with engineers, supervisors, and contractors to ensure safety is integrated into project planning and execution.
  • Address safety concerns and provide guidance to the project team on compliance with safety standard.


Job Requirements

  • Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.
  • Minimum 5 years of experience as a Safety Officer in large-scale infrastructure or transmission line projects.
  • Certification in safety management (e.g., NEBOSH, OSHA).
  • Knowledge of safety regulations and best practices for high-voltage electrical projects.
  • Strong communication, problem-solving, and leadership skills.
  • Fluent in Dari, Pashto, and English.
