About National Water Affairs Regulation Authority

In accordance with the Decree 36 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1398, the National Water Affairs Regulation Authority (NWARA) has been established from one existing ministry: Ministry of Energy and Water

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the water sector occupies special prominence in the Government's development plans. Several major Water sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the National Water Affairs Regulation Authority (NWARA).

Given the technical complexity of the Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the NWARA assists its administration that will be based in Kabul and will reinforce NWARA in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for water sector development


Job Summary

Afghanistan recently completed the construction of Salma Dam which is located 162 km upstream of Herat, to provide water to the Herat city and rural areas, irrigation and 42 MW of hydropower. The dam was originally constructed in 1976, but was damaged during the civil war. In 2003 again this important project funded by India Government and completed in 2015 and named by (Bandi Doosti Afghan Hind).

Salma Dam, Chesh-e-Sharif District, Herat, Afghanistan.

Duties & Responsibilities

The Civil Engineer design engineer will be expected to work with his relevant team under project director direction, to offer proper ways of solution for their challenges  and to enable them fulfill their mission against their terms of reference.

 

Specific Responsibilities:

  • Working with the Minister of Energy and Water, to provide a broad range of water resources operation planning, engineering and O&M implementation Ministry’s water sector as under:
  • Provide technical expertise to the Operation and Maintenance organization in the areas of Dam Structures.
  • Create technical specifications for routine maintenance plans on all civil structures and water conveyance devices.
  • Analyze and approve the scope, terms and condition of services for major civil projects within the Operation and Maintenance organization.
  • Review and modify designs of civil sections as required to maintain or improve unit availability, reliability and performance.
  • Analyze and approve the specifications, terms and condition for significant component and structures purchases for civil works within the Operation and Maintenance organization.
  • Define and implement process improvements based on current Key Performance Initiatives, including unscheduled outages, plant availability and production to budget.
  • Evaluate and analyze the current state of plant civil works, structures and their individual maintenance plans.
  • Provide support and direct input in conjunction with local, provincial and governmental required project inspection requirements and hazard reviews.
  • Power plant engineering in the design of civil and electromechanical systems.
  • Perform review of different aspects of project plans including, structural and hydraulic analysis and their functionalities;
  • Reviewing hydrological analysis and reservoir balance of dam projects;
  • Assisting implementation of maintenance construction plan of hydraulic structures of the project;
  • Ensure appropriate coordination and communication between O&M team for assignments and deadlines;
  • Field data collection and developing questioners for annual O&M plan;
  • Establishing good relationships with stakeholders.
  • Participatory Quality Control and Program Monitoring and Evaluation;
  • Ensure compliance with applicable laws, regulations, policies, and MEW preferences;
  • Visit on regular basis to various structures of Afghan-India Dam project locations to provide technical advices and management support;
  • Hydrological assessment of seepage flows through and under the dam structure and associated risks by visual means;
  • Regular assessment of structural integrity of existing spillway structures, including review of foundations, design flow capacity;
  • Assist in assuring that work is done on schedule and to quality standard; 
  • Cooperate with the independent consultant or officials during the inspections.
  • Provide other technical advice and duties as requested.

Job Requirements

  • Bachelor degree in civil engineering, hydro technique or water resources management, Hydraulic Engineer with a Master’s degree preferred; management, with a Master’s degree preferred;
  • Minimum 5 years of experience in the design, construction and O&M of civil projects;
  • Experienced with design of hydraulic structures including; spillways, conveyance structures, regulating structures, protective structures, cross drainage structures, dam outlets and diversion Dams;
  • Knowledge of hydraulic and structural relation between Concrete/Earthen dams and Hydraulic structures;
  • Excellent written and verbal communication skills in English. Working knowledge of Dari and Pashto.

Key Performance Indicators (KPIs):

  • Report on progress of ongoing O&M plan to supervisor; 
  • Monthly progressive report on the basis of the activities which will be carried out during the assignment;
  • Report on the role of MEW in the O&M of Afghan-India Dam Project. The report will address recommended: a) organizational structure, b) staffing requirements, c) assignment of responsibilities, d) training and capacity building areas, and e) next step critical path items;
  • Final report on the basis of lesson learned and future recommendation for better management of the planned project. 

Required Skills:

  • Knowledge of participatory techniques and experience in O&M plan implementing programs requiring high levels of stakeholder participation;
  • Working knowledge of hydraulic, hydrology, hydraulic structures, dams, Floods management and surveying;
  • Good managerial and training skills including experience in staff supervision in complex working environments, and demonstrating proven ability in capacity building;
  • Familiarity with applying international standards;
  • Familiarity and demonstrated experience with MS Project, Power Point and other Microsoft Office programs.
  • Good command of English language. Working knowledge of Dari/Pashto desirable.
  • Civil Engineering structural design and geo-technical investigation/studies/analysis.
