The Borlaug Institute leads international food security and agricultural development programs for the Texas A&M University System (TAMUS). The USAID Women’s Scholarship Endowment (WSE) Activity assists Afghan women to obtain a university education in a science, technology, engineering, or mathematics (STEM) field of study, better enabling them to overcome barriers to gaining employment, raise their incomes, and achieve leadership roles in their families, communities and government in positions of influence in the public and private sectors, thereby ensuring a balance of voices and perspectives. WSE will build capacity of partner Afghan higher education institutions so that they may learn to manage the scholarship program, eventually taking over management of the scholarship program, thereby ensuring its sustainability. 

Job Summary

Under the supervision of the Chief of Party (COP), and working closely with the Deputy Chief of Party (DCOP) and other project staff, the Scholarship Manager will work with scholarship beneficiaries and universities on the scholarship award process from the initial scholarship announcement, through the application and selection process, and continue to support students until their graduation.

Duties & Responsibilities

  • Lead implementation of the WSE Scholarship Program and counseling services for beneficiaries.
  • Collaborate with WSE partner organizations to determine scholarship selection requirements.
  • Implement a WSE scholarship branding, marketing and communications campaign for each scholarship cohort, to ensure a diverse group of women are applying and selected for WSE Scholarships.
  • Provide guidance to and oversee data entry staff on the review of applications for each cohort, management of the records.  
  • Supervise data entry staff in their regular scholarship data collection and management activities.
  • Work with scholarship recipients and respective educational institutes to confirm recipient’s enrollment and ensure proper payment of tuition, stipends and fees.
  • Support scholarship recipients throughout their education process until they complete their full program of study.
  • Maintain records of scholarship applicants, recipients, and graduates.
  • Other duties as assigned.

Job Requirements

  • Bachelor’s degree with seven years of relevant experience OR Master’s degree with five years of relevant experience required.
  • Experience in scholarship administration, higher education, women’s empowerment, career or educational counseling or similar preferred.
  • Experience on a USAID program highly preferred.
  • Demonstrated experience with gender mainstreaming and integration in Afghanistan required.
  • Written and spoken fluency in English, and either Dari or Pashto required
