The Security Coordination and GIRoA (Government of the Islamic Republic of Afghanistan) Advisor is a CST position. The individual is responsible for building and enhancing strategic relationships with the Afghan Security sector. He/she will work closely with the Country Security Director on communicating security policies and procedures to national and expatriate staff and ensuring that standard operating procedures in the field offices are culturally sensitive and in line with Afghanistan’s applicable laws. The selected individual must have experience working closely with Afghan National Security Forces (ANSF), APPF, the Afghan Government, and the International Development Sector in Afghanistan. The individual also supports the Security Operations and Administration Manager in liaising with Afghan Public Protection Force (APPF) officers to ensure that terms and conditions in the APPF contract are adhered to.
I. Reporting
The Security Coordination and GIRoA Manager or Advisor reports to the Country Security Director.
Builds and enhances strategic relationships with all Afghan National Security Forces including: Afghan National Police (ANP), Afghan National Army (ANA), National Directorate of Security (NDS), Afghan Public Protection Force (APPF), and the Ministry of the Interior (MOI).
Identifies required GIRoA personnel to engage with and build and maintain relationships.
Advises on navigating GIRoA policies/procedures/regulations and suggests optimal ways to facilitate interactions (e.g. Importing AVs/legal compliance with DIAG/vehicle checkpoint issues/risk management issues).
Acts as the main Afghan point of contact liaison with APPF, assisting CST with all APPF contract/operations/HR/Finance/Personnel/Admin and training related issues.
Acts as security agency liaison advisor for special events (conferences/fairs/seminars) and works with the event planning team to advise on coordination with GIRoA security elements.
Acts as an offsite incident liaison contact for GIRoA security agencies on all incidents.
Sources and manages real-time information for all areas of the country visited by Chemonics in order to assist in the security team’s decision making process for the benefit of safety and security of all local and expatriate staff.
Troubleshoots and solves highly complicated socio-political, legal, and security related issues through expert knowledge of the operating environment.
Advises the CST on cultural issues as they relate to security policies and procedures, identifying solutions and helping disseminate information to the national staff.
Supports Chemonics and the contracted Risk Management Company in building the capacity of the APPF guard force.
Supports Security Operations and Administration Manager in operational functions to ensure business continuity, capacity building, and cross functionality.
Personnel support to CST. Conducts Afghan staff interviews, background checks, new staff briefings, and security trainings for Local National staff.
Supports New Business activities, to include management of resources, site evaluations, and security assessments.
Any other tasks as required by the CST.
To be considered for a Security Coordination and GIRoA Manager position, Bachelor's Degree with 5 years relevant experience.
To be considered for a Security Coordination and GIRoA Advisor position, Master's Degree or equivalent degree with 5 years of experience or Bachelor’s Degree with 7 years of relevant experience.
Minimum 5 years’ experience interacting with the highest levels of the Afghan government across a range of departments and ministries.
Sound working knowledge of appropriate government protocols, processes, and procedures for the following Ministries: MOI/APPF, MOC, MOFA, MOD, MOJ, MOE, MOHE, MOPH, MOWA, and MAIL.
Minimum 4 years’ experience working with international organizations and 1 year experience working with USAID subcontracted organizations preferred.
Possesses the intellect, maturity, demeanor and character to effectively interact with all levels of the government and business communities, and to effectively represent Chemonics in this context.
Demonstrates honesty, integrity, and moral standards to be entrusted with proprietary and confidential business/security information.
Possess a Bachelor’s Degree in management or similar field. Advanced degrees are preferred.
Proven ability to work cross-culturally and under the direction of an expatriate supervisor.
Highly motivated and detail-oriented individual with the initiative to solve problems with minimal oversight.
Demonstrated experience using Excel and Word, as well as managing databases and organizing significant amounts of information.
Proven ability to adapt to new situations and learn new skills and approaches quickly.
Possesses a working understanding of the role APPF plays in the international development sector.
