Duties & Responsibilities


Report to and be responsible to the Project Management Unit (PMU) for all Security related matters within the MAAP project site.

Provide advice to the Project on all Security and Logistic related matters.

Maintain the liaison with all relevant Agencies that are related to the project.

Maintain liaison with Coalition Forces/ISAF/Provincial Rehabilitation Teams/Government Agencies/Local Authorities/Local Shuras within the scope of the project.

Establish a methodology for the collection, analysis and dissemination of information gathered from contacts.

Ensure timely passage of information as received from Liaison partners to staff, CSD and PPD.

Develop maintain and review the Standard Operating Procedures (SOP’s).

Establish policies and procedures for reviewing crisis situations and preparing Contingency Plans for emergencies.

In Liaison with other Project department heads identify what security procedures are in place and what requirements are needed to establish procedures for the provision of adequate security and life support.

Disseminate up-to-date Security Situation Briefs to all staff; Act as Project Focal Point in the event of any emergency.

Conduct routine assessments to ensure the safety of staff to enter or return to a location where actual or suspected problems exist.

Conduct routine logistic and safety surveys of work sites, residential areas and accommodation.

Conduct investigations and prepare reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.

Prepare and maintain a draft security plan; continuously upgrade and implement procedures to improve the administration and the logistic climate of all staff.

Identify training needs and liaise them to all if needed.

Be fully conversant with the project contract in order to fully justify contract upgrades and amendments.

Manage and be responsible for project master budget if required.

The consultant will undertake such other activities within his/ her sphere of expertise as required from time to time by his/ her supervisor.

Job Requirements



Professional qualifications must include a bachelor degree in Military, or other related disciplines.

Minimum of 3 - 5 years of experience in emergency, rescue management or as a project manager.

Previous experience in site, security management, field unit and photography

Ability to write reports of incidence and maintain detailed records of daily and adhoc happenings, etc.

Excellent communication and interpersonal skills; demonstrated experience and ability to work effectively in a multi-ethnic and multi-cultural environment.

Fluency in spoken and written English. Knowledge of Dari or Pashto will be considered very favorably
