Reporting Structure:
The Security Manager will report directly to the COO (Chief Operations Officer) of DCDA.
• Lead and manage a team of more than 40 persons.
• Preparing of a security plan considering field office, head quarter, preventing illegal constructions, green belt, top priority projects, land clearance teams and new Kabul planed area.
• To make work plans for his team.
• To meet all the reporting needs of DCDA
• The hierarchy of report system in case of emergency for all DCDA members.
• To remain in communication with all concerned organizations for security related issues.
• Controlling of all security equipments such as security cameras, walkie-talkies, digital metal detectors, digital metal scanners and other security equipments
• To represent DCDA in the event of contingency in all legal organizations to satisfied the legal formalities.
• Draft security polices for DCDA in the light of applicable laws.
• Issue security instruction from time to time keeping view the overall situation and needs of DCDA.
• To ensure high discipline and internal control in his team.
• Supervision of all places of sentries, Guardrooms, positions, the security equipments and any necessary facilities needed for the police company.
• Patrolling designated areas in coordination with the policemen.
• Properly filling out incident and injury reports
• Preparing security planes with the coordination of the commander, assigned by MoI.
• Properly assist an individual during an accident or medical emergency and notifies DCDA/MoI.
• Prevention from the illegal constructions in the New Kabul planed area.
• Preventing of governmental land from land grabbers and evocate land owners for the land clearance in coordination with the policemen.
• Continuously meetings with Dehsabz district governor and his chief of police to coordinate the security activities in the site.
• Control and conduction of the policemen and police officers in unofficial times and must be able to work mandatory holidays.
• Bridle of violation, respecting to police laws, MoI/DCDA commands and other country constitutions.
• Remaining confident and in control in stressful situations.
• Responsible for the security of DCDA main office.
• Responsible for the security of high ranked guests of DCDA while visiting Dehsabz site.
• Perform other related duties as assigned.
Education:
Graduation from a credible university in any related field.
Experience:
• Minimum ten years of experience in military/police is required.
• Experience with a major law enforcement, intelligence, public or private sector security organization
• The incumbent must have undergone military trainings.
Skills Required:
• Language Fluency in two main local languages, Dari and Pashto (writing, speaking and comprehension). Excellent writing and speaking skills of English Language is required.
• Good computer skills to include Internet, and Ms Office.
• Must be physically capable of successfully performing the essential job functions of the Security Manager classification and be free of medical conditions that would preclude one from successfully performing said functions or would pose a direct threat to the health or safety of oneself or others.
• Must be familiar with Afghan Military procedures.
• Must be skilled in the use of security/Military equipments (e.g. weapons, binoculars, photographic equipments, ammunition). Should be able to work independently and adapt to changing circumstances without requesting guidance and should have strong organizational skills.
• Must be detailed orientated and able to properly record daily events.

• Should have a positive and courteous attitude
• The incumbent should not be involved in any political organization.
• Ability to work under pressure and in areas with security risks.
• Exceptional interpersonal skills
• Ability to work independently in remote locations under adverse conditions.
• Negotiation skills.
• Ability to motivate staff.
