• Travel to bases for communication problems and physical communication asset inventory at least three times a year.
• He is responsible for collecting monthly mobile cost from bases and prepare monthly communication cost narrative and to report it to Communication/Security Manager.
• He is responsible for drafting weekly security reports and submits them to Security Manager.
• Monitoring security situation in related base on daily, weekly and monthly basis.
• Cooperate closely with Northeast Security Focal Point and Country Security Office.
• When needed prepare detailed security incident reports and timely inform country security network.
• Timely manage security related information and promptly distribute security updates with country security network (Security Focal Point, Security Manager, and Security Adviser).
• Advise staff for emergencies/movements and facilitate ones when needed.
• Update and apply security protocols based on the context and situation changes.
Make sure that all security related supplies and equipment are in place and fully functional (communications, generators, lights, food supplies, fuel supplies).
• Communication/Security officer is responsible for all radio and communication equipments attributed to his base. He therefore keeps an up-to-date inventory and individual data: quantitative and qualitative account of radio equipment held by each driver and staff.
• He is responsible for repairing radio equipments if the equipment needs lots of reparation he has to send it to external workshops for repairs after security/communication Manager Approval on repair form. (No repair can be confirmed before repair cost estimation is presented to Sec/Communication Manager, Logistic in-charge and finance officer).
• Make sure he has repair follow-up, location and allocation (allocation follow-up has to proposed to finance to be prepared) for all communication assets.
• He is responsible for maintaining the base’s equipment in good condition. He checks that the electric power supply is in a good state (cables, battery terminals, and antenna “coaxialâ€), and that the antenna is always tight and that the fastening point is in a good state.
• He must use standard ACTED procedure when using the radio and speak Dari only when absolutely necessary.
• He makes sure that a radio-operator is present at his post during the hours specified by the applicable rules.
• He is responsible for the training of his radio-operators and makes sure that they know the names of all expatriates present in his location and the announced movements.
• He makes sure that all documents essential to radio usage are up-to-date and placed on the base’s notice board. Documents include: directory of radio dialling codes, directory of frequencies, specific notices.
• He is responsible for the continuous updating of the base’s logbook in which he records incidents which occurred during each day.
• Outside work, he has a duty of confidentiality regarding ACTED’s activities.
• He specifically monitors vehicle drivers regarding the following issues :
13.1 Any piece of equipment submitted for repair at the driver’s request must be recorded in writing, and deteriorations must lead to a written report signed by the head of the radio base and the driver.
13.2 The driver keeps the equipment in good condition (cables must be protected, plugs and sockets must be made waterproof, pieces of equipment must be properly fixed to the chassis, battery cable must be checked every day).
13.3 He checks mobile radio programming regularly.
13.4 He trains drivers on radio procedures.
13.5 He makes sure that the essential updated documents (kilo list, HF network) are held by the driver.

Make sure that all security related supplies and equipment are in place and fully functional (communications, generators, lights, food supplies, fuel supplies).
• High school graduated.
• Excellent computer and English.
• At least three years experience on security with NGOs.
• Excellent reporting capacity.
• Very familiarly with radio communication equipment.
• Local contextual knowledge.
