Ministry of Agriculture Irrigation and livestock (MAIL), Multi Location
Under the supervision of the DAIL Director, the Provincial Seed Certification Section Head will bear overall responsibility of planning, evaluating and monitoring the activities of the seed certification field inspectors and Laboratory staff. He will also be responsible for registering seed producing companies and issuance of- certificates to public and private seed producers as per the laws and regulations
Overall Purpose of CBR Program:
This position is being recruited as part of MAIL’s Capacity Building for Results reform program. The CBR program is an ambitious, whole of ministry reform effort which aims to improve significantly the delivery of MAIL’s mandate, through institutional strengthening and capacity building.
Staff recruited through the CBR program are expected to be reform orientated, proactive and engaged to enable the ministry to better deliver its mandate. They will need to be results focused and prepared to lead the efforts of the ministry to meet its CBR targets. As part of the CBR program, CBR recruits will have specialized training and capacity building opportunities.
Preparing annual seed production plan for seed and planting material production companies of the related zone with the identification of the varieties of seeds, place of production, and quantity of production.
Identification of the needs of the laboratories and others sections and taking appropriate actions in order to keep them functional.
Preparing annual plan and budget for the seed certification section and presenting it on time to the Seed Certification Director.
Planning, monitoring and controlling all the activities of the section so as to ensure that budget is spent appropriately and effectively and that the required outcomes are achieved.
Establish strong coordination mechanism with other DAIL sections and donor agencies for financial and technical aid attraction for the purpose of building staff, private sector companies and farmers capacity in the areas of importance, benefits and usage of certified seeds.
Spread awareness to the public and private sectors of their roles which are stated in the Seed certification laws and regulations.
Accept or reject produced seeds and planting material based on the seed production evaluation reports of the field inspectors
Attend meetings, workshops and conferences relating to seed certification, production and planting material.
Preparing technical reports of the process of seed production inspection and present it to the Director Seed certification.
Prepare and issue certificates for quality and production of certified seeds.
Present monthly, quarterly and annual reports to the DAIL Director.
Any other relevant duty or, responsibility assigned by the line manager or competent authority from time to time.
14th grade degree required in Agriculture field, Bachelor’s and Master’sDegree preferredin agriculture.

At least 2years of relevant work experience.
