Job Summary:

The Admin/Finance officer will be responsible for the implementation of Gulzad Group policy and day to day administrative and financial activities at provincial level.

Duties & Responsibilities:

1.   Ensure GG policies and procedures are followed and daily reporting are provided to Provincial Manager and relevant departments at GG head office.

2.   Responsible for preparing monthly/ quarterly & need based financial reports. Financial reports should be prepared in the light of support documents which are prerequisite for the eligibility of expenditures per project requirements.

3.   Maintain and update proper petty cash book for provincial cash expenses and make sure the Cash book should be updated and reconciled with central office at least once in a week

4.   Maintain and update proper fixed assets register for provincial fixed assets. Fixed assets of value should be recorded at the time of receipt in the format developed by Gulzad Group finance department.

5.   Maintain proper hard filing of all incoming and outgoing documents, payments, taxes, agreements, contracts etc. All documents should be filed the way which could be safe from un-authorized use and easily accessible by finance staff

6.   Prepare and distribute Herat’s payroll for the projects` staff on a monthly basis.

7.   Handle operational expenses of the provincial office in appropriate manner. All operational expenses of the office should be critically checked and evaluated in the eligibility criteria of the company specific requirements (type of expenditure, budget line, authorization level etc.) Each expense needs to be allowable, allocable and reasonable

8.   Attend all relevant meetings while being well-equipped with update, accurate and relevant information

9.   Assist in budget preparation of the projects executed at provincial level.

10.   Prepare Statement of expenditures (SoEs) report at provincial level. Before sending SoEs to HQ office, all required support documents should be critically prepared, checked and singed from authorized source

11.   Meet deadlines for official issues at maximum possibility. Make sure that timeline is designed for the deadline of activities prioritized at central level

12.   Monitor vehicles at provincial level. Make sure that proper log book is maintained for vehicles and shared with the central office at least once at the end of each month

13.   Report any change in employment status of the provincial staff. All changes in the employment status needs to be shared immediately to central Human Resources and finance departments

14.   Make sure that sufficient fuel for generator(s) is available in order to make sure that business is running smoothly at provincial level

15.   Facilitate provision of repair and maintenance services for generator(s) and vehicles if any

16.   Make sure that proper business support is provided to each employee including provision of stationary, accommodation if any, security and so forth

17.   Any other business task assigned by supervisor


Job Requirement:

•   Education and Experiences: Master’s Degree in the fields of Finance, business administration, Management, Economics Equivalent degree with at least 2 years or having Bachelor degree in the above fields with having at least 3 years related working experience.


Skills and abilities:

•   Strong interpersonal skills; commitment to team work and to working across disciplines, cultures and stakeholders at all levels

•   Well-organized, tidy and trustworthy person, methodical in his/her approach to the office environment and financial management of the program;

•   Computer literacy in Microsoft Office (word, excel, outlook) and web-based applications

•   Proficiency in both written and spoken local languages and English
