FHI 360 - USWDP Project, Multi Location
Under the leadership of the Senior Manager for Administration and Government Affairs (SMA&GA) will provide leadership in developing strategies and administrative systems for achievement of program objectives. As the member of the senior officer team of the AUSWDP project, the Sr. Administration Officer will oversee all administrative and government-related matters for the AUSDP project, including but not limited to Human Resources, Logistics & Travel for the Expatriate staff, and Corporate Registration to ensure that FHI 360 is in compliance with local laws and regulations.
Human Resources
Closely assist with human resources of the project, including employee relations, compensation and benefits administration, development, implementation and administration of AUSWDP’s HR programs and employment policies, personnel record-keeping, training and workforce development, and compliance with HR laws and regulations.
Performs advance professional work advising project leadership and senior management staff on the application of employment, benefits and workers compensation laws and regulations and FHI 360’s employment policies in the context of hiring, discipline, employment termination, training, compensation, benefits, equal opportunity, leave and other HR issues.
Ensures that all personnel files, reports and records are complete, accurate and up-to-date.
Responds to all personnel and performance issues in an effective and professional matter, with support of SMA&GA.
Handles/helps with recruitment process for short- and long-term employees by adhering to sound human resources management. Ensures that the scope of work for jobs is accurately developed, classification of posts is accurate and consistent and personnel practices are conducted and performed in accordance with local laws and corporate policies and procedures.
Works with SMA&GA to craft consistent, equitable and competitive compensation and incentives and demonstrates “best practices” in regard to personnel information management.
Communicates effectively verbally and in writing to all levels of staff and management, outside officials and agencies, and with the public, expressing ideas and instructions clearly and concisely.
Maintains and updates national staff timesheets and leave balances on a regular basis in accordance with applicable Government of Afghanistan laws and USAID and FHI 360 rules and regulations.
Government Affairs
Establishes and maintains healthy working relationships with relevant Ministries of the Government of Afghanistan to ensure smooth date-to-date operation and administration for the program.
Acts as the official FHI 360/AUSWDP representative to work with relevant Ministries to address issues related to expats visa approval and extensions, work permit, corporate registration, bank account and other administrative matters as stipulated by the Government of Afghanistan.
Develops and files all the required paperwork with the Ministry of Labor and Social Affairs to request work permits and visa issuance and extensions for international staff.
Provides proper orientation to travelers and establishes an accurate tracking system to ensure that international travelers do not fall out of status during their time in Kabul, and ensures that they complete all the necessary forms (i.e. Foreign registration Cards) to be in compliance with government regulations.
Drafts and keeps proper record of all official letters addressed to various Ministries that the project is expected to work with, including but not limited to MoHE, MoFA, MoLCA, MoEC, MoIA, and MoF.
Develops and submits proper paperwork to obtain the required approvals from the Ministry of Finance and Ministry of Economy to establish local bank accounts.

Additional Duties and Responsibilities
The Senior Administrative Officer may be expected to take on additional tasks as deemed necessary by the SMA&GA.
He/She is expected to travel to other provinces to set-up administration systems if needed

Professional Performance
Consistently demonstrates the acquirement of new knowledge and skills and incorporate them into actual practice
Shares knowledge and expertise with other members of the project
Understandings the strategy and objectives of the project
Bachelor degree in Business Administration or other related discipline
At least 3 years of professional experience across all Administration/HR disciplines, including employment, recruitment, benefits, compensation, employee relations, training and development (preferably on USAID-funded project)
Extensive knowledge of logistics procedures, project administration, contract procedures and project follow-up.
Excellent communication skills and experience in working with group of national and international staff with different diversity
At least 2 years of experience working with US Government, (USAID and others)-funded projects
Demonstrated knowledge and experience interacting with various Ministries of the Afghanistan Government on issues of visa extensions, work permit, bank accounts and corporate registrations
Project management experience, including experience working in multi-cultural teams
Fluency in Dari, Pashtu and English
Good knowledge of drafting English and Dari official letters
Experience in the usage of Office package (MS Word, Excel, etc)
Strong organizational skills; ability to prioritize work.
Ability to work effectively, both, independently and in a team unit.
