About National Skills Development Program (NSDP)

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

 

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor and Social Affairs (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan and mainly financed from the Afghanistan Government’s funds through the Ministry of Finance.


Job Summary

The scope of duties of the advisor for DG Skills Development will cover all related activities to the Directorate General for Skills Development.

 

The advisor for DG Skills Development will be responsible for i) Providing technical advises for the development, implementation, monitoring and evaluation of programs, projects and other activities ii) drafting and assisting in finalizing of documents including policies, strategies, proposals, concept and etc and iii) Planning and leading the capacity building activities in Directorate General Skills Development and the Ministry.

Initial duration of the assignment will be for 6 months with 2 months’ probationary period and possibility of extension based on satisfactory performance and availability of budget. This will involve the following activities:


Duties & Responsibilities

  1. Assist the DG Skills Development in his/ her daily activities and their follow up.
  2. Provide technical advises in TVET and other livelihood supporting activities and projects.
  3. Follow up and brief DG Skills Development on the development, progress and M&E of all activities related to the General Directorate for Skills Development
  4. Contribute in the development of National Occupational Skills Standard(NOSS), curricula and other learning and instructional materials
  5. Draft, review and finalize documents including policies, strategies, proposals, concept and reports
  6. Participate and represent DG Skills Development in meetings, workshops and other events
  7. Update the DG Skills Development about the new initiatives and changes occurring in the field of TVET and education on country level
  8. Lead the capacity building activities in Directorate General for Skills Development as well as the Ministry in TVET related fields
  9. Help in coordination of Directorate General for Skills Development related activities
  10. Preparing required documents for participation in seminars and conferences
  11. Follow up and help in the quality implementation of vocational training courses in all provinces
  12. Travel for M&E and capacity building of vocational training centers to the provinces  
  13. Perform other duties as may be assigned by the supervisor.

Job Requirements

  1. Having at least Master or its equivalent degree with 5 years working experience or having Bachelor’s Degree with 7 Years relevant experience
  2. Excellent interpersonal, analytical, negotiating skills.
  3. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants.
  4. Training and/or capacity building skills
  5. Presentation skills
  6. Experience working with UN Agency or Non-Governmental Organization ( NGO)
