About Ministry of Finance

Public Investment Management & Infrastructure Directorate at the Policy Department of Ministry of Finance is mandated to appraise all Afghan government’s development projects at the pre-investment phase. All projects belonging to Budgetary Units - Development Budget are held accountable for the economic and effective use of resources.

A multitude of different methodologies and criteria are available for project evaluation. The economic and financial analysis is an approach that examines whether the project is economically viable, sustainable. Concepts like net-present-value, cost-benefit-relations, internal rate of returns are commonly used.

It is in particular required to analyze in greater detail cost benefit relations in end of phase reports as well as to increasingly elaborate on this issue when proposing new projects.

Evaluations of Pre-investment stage of projects should therefore delve into these topics. However, due to the nature of Afghan government development projects (creation of public goods, long term effects, outreach to huge target groups, imperfect secondary data, etc.) the consultant has to strike the balance between reasonable effort and scientific robustness of his/her findings. Therefore, it is recommended to build in sufficient reserves for errors, risks and omitted aspects.

PIM would like to implement an integrated data processing system under name of Afghanistan’s Integrated Bank of Projects (A-IBP) to implement PIM process in Afghanistan’s based on computerized system in coming years. In addition, PIM would like to draft and pass PIM regulation in Afghanistan in coming years as part of its reform plan.  

Job Summary

The Office of the Deputy Minister for Policy of the Ministry of Finance is seeking to recruit a Senior Advisor PIM Research and Methodology with an interest in research and methodology of PIM Process and Economic and Financial Analysis Methodology of new Projects from Development Budget.

Duties & Responsibilities

Expected Output

Provide following outputs and functions for PIM Directorate:

     I.       Prepare Strategic Plan for Public Investment Management (PIM) in Afghanistan and translate it into quarterly implementation plan

    II.       Monitor the quarterly implementation plan progress monthly and prepare statues report and corrective action recommendation in case of implementation gap

  III.       Prepare the process map and process description for A-IBP

  IV.       Plan and implement development of A-IBP

   V.       Work with PIM team on drafting PIM Regulation in Afghanistan and plan and implement it 

  VI.       Negotiate as part of PIM team the Incentive Program and other incentive indicator with donors regarding PIM reform in Afghanistan and craft action plan to achieve the targets

 VII.       Plan and implement agreed reform indicators and provide monthly indicator achievement report and provide corrective action in case of any problem

VIII.       Develop and revise standard templates within PIM Directorate such as PIM Process, Project concept Note, Costing Templates, Guidelines, Financial and Economic Analysis Templates and any other templates by request of PIM Senior Management

  IX.       Conduct in PIM related Budgetary Units and PIM Staff Capacity Building Program 

   X.       Assist PIM Team in conducting Project Economic and Financial Analysis      

Job Requirements

The advisor shall have a Bachelor Degree in Management in relevant related discipline with 10 years of experience and 3 years in similar position in Afghanistan and be qualified in following areas:

-      Experience with PIM Process

-      Experience in System and Process Design

-      Experience in relational data-flow system design

-      Experience in Economic and Financial Analysis

-      Have sound background in planning, implementation, and management of complex project

Duration:

The position will be for 1 year, the work will be undertaken in the Policy Department of Ministry of Finance PIM and Infrastructure Directorate, Kabul.
