Job Summary

SIKA South is expected to deliver extensive capacity building. The likely target groups include:

Staff of the program who will need to be trained in:
oAdministrative procedures such as timekeeping, expense claims, procurement, personnel performance evaluation, recruiting procedures, inventory management.
oBasic business skills such as managing meetings, preparing reports, use of office equipment and delivering presentations.
oTechnical knowledge in areas such as stability analysis, community development project preparation, environmental assessment, grant-making, and results monitoring, communications and media relations, community outreach.
oSpecial topics such as gender sensitivity, anti-corruption, and anti-trafficing.
oTraining needs assessment, preparation of training programs, management of training events, evaluation of training results.

Government counterparts (primarily in the Ministry of Rural Rehabilitation and Development) who may need to be trained in some or all of the topics listed above (staff).

Grantees (and potential grantees) who may need to be trained in preparing grant applications or project proposals, managing activities to comply with grant requirements, financial management, results reporting, auditing, anti-corruption.
The CB Advisor, Senior will assist the Capacity Building Team Leader to develop and manage a complex training program. The Capacity Building Team will serve as a resource to assist the technical teams to identify, prepare and deliver capacity building (primarily through small-scale training events and courses, and facilitated workshops).
Duties:

Duties & Responsibilities


Guide and manage a team of Afghan capacity building experts and advisors responsible to develop, manage and monitor capacity building activities for the program.

Set and monitor performance targets, and manages the capacity building team to achieve Work Plan targets on time and within available resource constraints.

Guide, train and mentor other team members involved in training delivery to understand and utilize effective adult-oriented training methods adapted to local conditions

Establish a plan for continuous improvement of capacity building delivered under the Program.

Collaborate with other team leaders and staff, and GIRoA counterparts to assess and prioritize capacity building needs, identify capacity building strategies and specific programs, and develop plans, procedures and materials to achieve capacity building objectives.

Develop standards and procedures to assure the suitability, effectiveness and quality of capacity building activities; prepares a Capacity Building Quality Control Plan, trains staff in its use, and manages its implementation. (a sample CBQC Plan is available from AECOM and should be used as the starting point for this task)

Collaborate with M&E personnel to develop performance and impact indicators and measurement procedures; guide, assist and monitor the use of capacity building performance indicators; work with M&E and Audit teams to verify the accuracy of capacity building performance data and indicators.

Lead in developing and implementing a capacity building strategy and plan for MRRD/PRRD personnel (specific counterparts and numbers of counterparts TBD).

Report regularly to supervisor on capacity building plans, activities, performance of capacity building activities and personnel, results and impacts; alert supervisor or COP about risks such as unmet performance targets.

Job Requirements


University degree

At least 10 years of relevant experience assessing, developing and delivering adult-oriented training and capacity building

Prior experience working on donor-funded capacity building programs is highly preferred

Proven experience managing teams of professional experts to implement challenging assignments

Excellent communication skills, Pashtu, Dari and English preferred

Ability to travel to southern provinces and districts on occasion to assess needs and introduce program activities

At least 10 years of relevant experience assessing, developing and delivering adult-oriented training and capacity building
