PROGRAM / DEPARTMENT SUMMARY:
Due to a combination of drought-affected harvest failure, increased food costs, and lack of income-generating activities, Afghanistan is facing acute food insecurity. The Government of Afghanistan (GoA) estimates that 1.5 million people are at risk of malnutrition. In order to mitigate the situation, USAID is providing funding for a large cash-for-work (CFW) project to provide income-generating activities which enable communities and individuals to purchase food and improve their nutritional status. The name of the CFW project is: Food Insecurity Response for Urban Populations (FIRUP). Project activities will be based in three provinces in western Afghanistan: Herat, Badghis, and Ghor.
GENERAL POSITION SUMMARY:
The Senior Compliance officer is a position based in the Herat office, with frequent travel to project sites in all three provinces. This position will provide comprehensive compliance and project learning support for FIRUP project staff. The Senior Compliance officer will be responsible for ensuring compliance to WV and donor regulations for all cash-for-work project components by reviewing documents, procedure and systems of FIRUP implementation.
ESSENTIAL JOB FUNCTIONS:
Management Support
ï‚§ Ensure project compliance with USAID and World Vision regulations
ï‚§ Provide technical support in developing M and E systems that inform and improve programming, while engaging with organizational synergies that support the country strategy
ï‚§ Provide technical support and trainings for donor and WV compliance to FIRUP staff
ï‚§ Ensure quality control of FIRUP through regular field visits; and informal and formal assessments of project progress and quality
ï‚§ Review FIRUP documents in Herat, Badghis and Ghor to ensure that they are compliant
ï‚§ Review the internal control matrix and the forms attached to it to ensure that it is donor and World Vision compliant
ï‚§ Develop additional tools, formats and process if necessary
ï‚§ Inform the Senior Project Manager of any finding
ï‚§ Work closely with World Vision Internal Auditor to gain synergy effects
Report and Information Management
ï‚§ Provide the Senior Project Manager with weekly update
ACCOUNTABILITY TO BENEFICIARIES:
World Vision team members are expected to support all efforts towards accountability, specifically to the beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field-based projects.
REPORTS DIRECTLY TO: FIRUP Senior Manager
WORKS DIRECTLY WITH: M and E Officer, Senior Manager, Finance Manager, Project Manager, World Vision Internal Auditor
KNOWLEDGE AND EXPERIENCE:
ï‚§ MA in finance, economics, or other relevant social science is essential.
ï‚§ Three (3) or more years of experience in international relief and development in a similar role are required.
ï‚§ Extensive experience with compliance in Cash for Work grants
ï‚§ Extensive USAID experience
ï‚§ Experience should include conducting assessments and surveys, program design,
ï‚§ Ability to express ideas clearly and effectively, both in spoken and written English.
ï‚§ Ability to work effectively as part of team in cross-cultural and politically sensitive settings.
CRITICAL KNOWLEDGE, SKILLS, AND ABILITIES:
ï‚§ Fluency in spoken English; university-level written English, preferably at the post-graduate level
ï‚§ Excellent analytical and problem-solving skills; strict attention to detail
ï‚§ Excellent time-management skills

ï‚§ Ability to work in and contribute to a team-building environment
