CARE International in Afghanistan, Multi Location
This position is responsible for overseeing and streamlining monitoring and evaluation system and capacities to ensure that Program/Projects’ M and E system be aligned with CARE Vision, Mission Program quality directions. The incumbent of this position is also responsible make sure that quality information be produced and institutionalize Lesson Learnt and Knowledge sharing. The position will work closely with Programs’ M and E coordinator, PDCs, Advocacy and finance departments.
The incumbent of this position support each program/project to develop their skills and systems to enable them to measure programs output, effect and impact aligned with ARMU and HQ PQ guidelines and directions. The Deputy M and E Coordinator will provide review evaluation reports and systems and provide feedback to programs and recommend required training for capacity building. The incumbent also supervise MIS Officer in order to generate quality information flow system.
A) Support Programs and PDC in developing and reviewing proposals
• Provide input and review new proposals according to quality compliance
• Support PDC by sharing experiences, knowledge flow within the the organization.
• Make sure that budget is considered for evaluation of project at design stage.
B) Assist Programs Conduct Research
• Help them prepare tools and questionnaires
• Help them document the research and prepare research report
• Provide some training for research team
C) Supervise MIS Officer's Performance
• Monitor and give support to MIS Officer to improve data management and filing system as per new requirements of P-shit and program quality in order to be able measure programs’ output, effect and impact.
• Over see and make sure that the update data be collected, organized, analyzed and shared on time and in a proper manner
• Make sure projects documentation and information being maintained systematically
• Review information prepared by MIS Officer and make sure a quality information is generated
• Give support MIS Officer to produce quality information and communicate with programs and departments
D) Support programs conduct Evaluation
• Preparing ToR for external Evaluators
• Provide feedback reviewing program’s evaluation report to implement lessons learnt
E) In collaboration with M and E Coordinator Facilitate M and E events and make sure a standard M and E system function at CO
• Coordinate between Programs’ M and E system at CO level
• Facilitate M and E events
• Give support program DME advisors to develop log frame to examine stated impact, effect, and output indicators, and to a lesser extent, activity and input indicators for existing projects and where appropriate, suggest improvements.
• Support program DM and E advisors and make sure to prepare M and E plan for each single project of the concerned program and update M and E frameworks which provide sufficient detail on monitoring their performance, including what will be monitored, how, when, and by whom.
• Make sure that M and E system of each project is established in the program set up.
• Support projects in developing sound data collection tools, including baseline surveys that can provide accurate and timely info on project indicators and other info needs.
F) Facilitate shifting project M and E to program impact measurement system and Program Quality in collaboration with programs
• Review M and E system
• Facilitate improvement of M and E system
• Develop tools and procedures with close collaboration of Programs’ DM and E advisors and help them to measure output, effect and impact of their programs and implement PQ toolkit, and to translate M and E data into useful information.
• Liaise with CARE COs, ARMU, HQ for improvement Program Quality and impact measurement system
• Liaise with other Aid Agencies and establish network with those aligned with CARE Vision and Mission with similar concerns and commitments for long term impact.
G) In collaboration with M and E Coordinator, ADC-P and programs Facilitate P-Shift
• Give support to programs to identify impact group and impact goal
• Support programs conduct UCP analysis
• Support programs to develop pathway of change, identify domain of change based on UCP, milestones, barriers, breakthroughs
• Make sure that Organizational change process goes aligned with CO Vision Mission, MEL strategy and PQ directions.
H) Streamline Lessons Learnt and Knowledge Management in collaboration with M and E Coordinator
• Help programs to analyze the data and use them as lessons learnt
• Share internal Lessons Learnt among programs
• Share external Lessons Learnt issues from other COs
and Aid agencies
Education: BA or above in community development, economics, social science or similar fields
Experience: At least 3 years experience in the area of M and E, project management, community development, research or other relevant fields, preferably for an inter-national aid agency.
Competencies: A good knowledge and experience in M and E, research, and project design. Statistics, computing skills, analytical / conceptual thinking, and strong training, and facilitation and communication skills required.
Languages: Excellent knowledge of both written and spoken English is required. Must be able to write reports in English. Also proficiency in Dari or Pashto
