To support the process of achieving EQUIP’s gender equity objectives, which include reducing gender disparities in enrolment and retention rates, in teacher education and recruitment, and in mobilizing communities across Afghanistan towards education especially for girls, EQUIP established a Gender Unit (GU) in the first quarter of 2012.
The role of the GU is to work closely with all EQUIP departments to ensure integration of gender issues in all their activities. The GU also undertakes gender focused activities that further contribute to EQUIP’s gender equity objectives.
Given the broad spectrum of initiatives and processes covered by EQUIP, the GU requires a wide range of skill sets to support this process. Amongst these, a key dimension is training and capacity building, which is particularly important in view of the generally limited understanding of gender concepts, and inability of staff to implement gender equity programs. Hence, the GU is seeking a senior officer with experience in training and Education, particularly in the area of gender.
The Gender Senior Officer-Education will work closely with the Social Mobilization (SM) Capacity Development Consultant, the EQUIP Training Team, and the EQUIP Gender Team, under the overall supervision and guidance of the Gender Coordinator, to undertake the following tasks:
1. Conduct an assessment of EQUIP staff’s capacity building needs on gender and recommend the broad range of technical assistance required;
2. Based on the above, design, implement, and manage a gender capacity development program for EQUIP’s national, provincial and district staff, school shura members and other partners;
3. Working with the team identified above, ensure the development of gender training modules, manuals and other training materials for use in all gender trainings under EQUIP;
4. Coordinate gender training efforts across all EQUIP components through a step-wise process: (i) prepare lists of all trainings conducted by EQUIP components; (ii) ensure that these trainings include gender sessions; (iii) customize gender training modules/materials for use by each component according to their specific area of work;
5. Develop budgets and plans for all capacity building workshops and activities on gender;
6. Where possible, conduct Training of Trainers (ToT) workshops at national, provincial and district levels;
7. Follow-up training sessions by monitoring staff performance and assessing the level to which they are implementing their learning on gender within their regular work responsibilities;
8. Serve as a technical advisor on gender and support the EQUIP Training Team and Gender Teams;
9. Assist the M&E and research team in the design of monitoring and evaluation systems to ensure impact of training initiatives;
10. Keep abreast of new developments on gender and related technical areas, and disseminate this knowledge among EQUIP staff and partners;
11. Collaborate with team members to ensure timely delivery of products and regular reports;
8. Assist the Gender Coordinator in her role as the EQUIP gender focal point.
9. Network with other national/international organizations working on gender and education in Afghanistan.
10. Work as a team player within EQUIP Gender Unit to support other activities and promote institutional goals
A graduate degree in the social sciences or related field such as anthropology, international development, gender and women’s studies, political sciences, etc. A post-graduate degree will be given preference;
5-7 years experience in capacity building activities, including design and delivery of training and workshop facilitation. Experience in conducting gender training and training of trainers will be highly valued;
Experience in curriculum design and materials development, especially for gender training preferred;
Experience in conducting training needs assessments;
Knowledge of gender issues in the education sector;
Broad understanding of issues such as institutional development, management, and advocacy with organizations at community, regional, and national levels;
Ability to develop capacity of team members in understanding and implementing work related to gender integration;
Good communication and leadership skills with international, interdisciplinary teams, demonstrated supervisory experience, and ability to take initiative.
Knowledge of formal education systems and civil society in Afghanistan;
Demonstrated capacity to work in teams with colleagues and partners across different disciplines and socio-cultural/ethnic backgrounds
Proven ability to think analytically and critically, and ability to translate ideas, insights, and learning, into action through a coherent program of work
Excellent documentation and report writing skills
Good networking skills with organizations and stakeholders working on gender and education issues in Afghanistan
Fluent in Dari and Pashto with excellent writing and oral communication skills
Demonstrated ability to speak and write fluently in English
