Job Summary

The IEC with the support of IFES STEP proposes to establish a crosscutting Gender Unit to work closely with all IEC Departments to ensure gender issues and concerns are integrated effectively into all operations, programs and procedures. The Senior Gender Specialist will facilitate and manage the establishment and operation of gender unit at the IEC and will be reporting to IEC Chief Electoral Officer.

Duties & Responsibilities

• Supervise and manage all aspects of the IEC Gender Unit.
• Work closely with all IEC departments on programming, activities and procedures to ensure gender concerns are addressed in operations, outreach, staff recruitment and trainings.
• Work closely with relevant institutions and members of government and non-governmental institutions, social organizations, political parties and relevant individuals to promote the effective participation of women in the electoral process as voters and candidates.
• Promote women’s roles in decision-making and political participation in provincial, parliamentary, presidential elections and within political parties.
• Conduct a gender analysis of the IEC.
• Develop a Gender Strategy for IEC.
• Strengthen the research and analytical capacity of the IEC.
• Conduct research on women and political participation that will contribute to the IEC’s capacity to promote women’s effective participation in the electoral process.
• Develop a resource library within the Gender Unit.
• Conduct gender awareness and sensitivity trainings for IEC staff and others.
• Monitor, evaluate and report on the impacts of IEC programs on men’s and women’s voting behavior.

Job Requirements

• Minimum - Baccalaureate Degree and Diploma
• At least five years experience working on gender issues in Afghanistan, preferably with background in Gender Analysis and Mainstreaming; Democracy and Governance.
• Strong commitment to building women’s roles in decision-making and political participation in provincial, parliamentary, presidential elections and within political parties.
• Computer literacy in basic operations such as word processing, spreadsheets and presentation.
• Excellent written and oral communications skills
• Excellent Dari and Pashto. Strong English written and speaking ability.
• Willingness to travel to provinces and internationally as needed.
• Be highly motivated and organized with the capacity to work independently and as part of a team.
• Experience in designing and conducting research projects.
• Project management experience.
