Ministry Of Agriculture Irrigation and Livestock, Multi Location
The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development of communities.
Ministry of Agriculture, Irrigation and Livestock (MAIL) and Asian Development Bank (ADB) signed Memorandum of Understanding (MoU) to establish Main Central Program Management Office (CPMO) to centralize different existing ADB Funded Projects effective 01 February 2018. CPMO will be a permanent office to provide operationally (Administration, Finance, Procurement, Reporting, Technical and Monitoring and Evaluation) Support to all existing and forthcoming projects of ADB within the MAIL.
The Lower Kokcha Irrigation Scheme Project. (LKISP-T2) in Water Resources Development Investment Program, (WRDIP-T2) to be implemented by Ministry of Agriculture, Irrigation and Livestock (MAIL) is designed to rehabilitate and improve the secondary and associated tertiary canals structures in two irrigation zones; (i) Zone I located in the district of Imam Sahib (Kunduz province), comprises a gross area of 51,760 ha, and is irrigated by the Imam Sahib canal system which is supplied by the Shahrawan offtake on the Amu Darya river; (ii) Zone II located in the districts of Dasht-eArchi (Kunduz province) and Khawaja Ghar (Takhar province), has a gross area of 27,900 ha, and is irrigated by the Archi Main canal which has a free intake on the Kokcha river. Improvement of two canals will result in reliable irrigation supplies to 74,300 ha in the Lower Kokcha Irrigation Scheme (LKIS). This includes an additional 3,000 ha of land that was formally out of command due to inadequate supply from the Archi Main canal and jaded canal, and the reclamation of 2,000 ha of land that is currently waterlogged.
TMP & Watershed:
Tree Management Plan is a compensation package for the loss of 125,000 trees to control significant adverse environmental impact in Kunduz Province. During the detailed design of the project while conducting the survey it was found that more than 125,000 trees need to be removed while doing the rehabilitation and infrastructure improvement works in those canals. As the loss of about 125,000 trees in a project is significant numbers with significant adverse impact on forest resources, biodiversity, climate mitigation and livelihood of the people living in the area. Hence, Tree Management Plan is felt potential to be implemented.
Watershed Management and Protection in 6000-hectare land in three district of Kunduz and Takhar is another domain integrated with TMP to control soil erosion, flood control and revival of pistachio green built.
The incumbent will be working under the direct supervision of PIO Manager/Project Implementation Unit and will be reporting to him on all concerns related to agriculture/horticulture issues.
• Prepare work and action plans for all project related activities with close consultation of the PIO manager and Project Manager.
• Assist the PIO to identify, plan, design implement and monitor the progress of delivery of activities as itemized in the results-based work plan;
• Provide day-to-day administrative, technical and management inputs to the TMP/WS/LKISP project team assuring smooth implementation of the project components in the targeted areas of the project.
• Assist in a results-based approach to project implementation, including maintaining a focus on project results and impact as defined by the project results framework indicators;
• Lead interactions with stakeholders and liaise with MAIL/DAIL and communicate, regularly advocate and engage in policy dialogue on behalf of the project;
• Coordinate with all CPMO Projects/departments to provide fully support to the TMP/WS technical team.
• Ensure that the project team follows up on the adoption/implementation of the recommendations/inputs provided by technical team;
• Organize purchases of farm/field equipment’s, crops and agricultural inputs in addition budgeting and maintaining accurate financial records.
• Coordinate with MAIL/DAIL and various stakeholders for effective coordination and dialogue about the project implementation in the targeted areas of the project.
• Provide administrative and coordination support to CPMO monitoring missions, donor missions and project evaluators;
• Manage and follow up the procurement process of TMP/WS project in accordance with CPMO/ADB rules and procedures.
• Hold periodic PIO meetings and other events to ensure that project implementation is on track;
• Prepare and submits timely progress reports, final reports to the PIO/project manager.
• Coordinate with other CPMO projects and MAIL programs for necessary support and guidance to support TMP/WS in the targeted areas.
• Ensure all field related information and data reported to the relevant departments on regular basis.
• Settle field related expenses with Finance department on regular basis along with all necessary supporting documents.
• Ensure regular monitoring of project activities against work plans and objectives of the project.
• Monitor all agricultural and field activities in consultation with the MAIL/DAIL and community members for timely completion of the project activities.
• Facilitate monitoring visit from the CPMO and Conduct monitoring visits to the project targeted areas.
• Liaise with DAIL/relevant community on regular basis to track project activities and progress.
• Prepare and verify bills, receipts, vouchers etc. related to field expenses.
• Ensure adequate communication with project stakeholders/beneficiaries and keep them informed on the progress of the project including requirement of their timely support.
• Take lead in keeping project related minutes, records, testimonials and keep abreast with recent development in plans and policies related to project area.
• Mobilize expertise from the partners where necessary in consultation with the project manager.
· Bachelor Degree in Agriculture/Horticulture discipline with specialization in horticulture and 5 years of relevant experience. Master’s degree in horticulture will be given preference;
· Knowledgeable of the agriculture and horticulture.
· Experience in undertaking in the field of agriculture projects in Afghanistan.
· Excellent writing and communication skills in English, Pashtu and Dari languages.
