The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
The Deputy Minister for General Education and Deputy Minister of Administration and Finance are responsible for smooth implementation of the of EQRA project who will need a technically skillful person alongside General HR Manager, Senior Human Resource Specialist will support Monitoring of transparent recruitment and selection process and will develop TERs.
Specific Duties Responsibilities of Senior Human Resource Specialist
Recruitment &Selection
Will be responsible for Monitoring and facilitation of all recruitment and selection processes of EQRA Project
o Developing Strategies for Recruitment Plan for EQRA project and make sure it is updated.
o Preparing Technical Evaluation Report (TER) for prior review positions.
o Map all the EQRA projections according to the NTA guideline approved by MoF.
o Carry out all the recruitment and selection process for EQRA project.Sending offer letter for the successful candidates.
o Conduct need assessment, job evaluation& job analysis and prepare employee handbook
o Preparing long list of announced positions
o Participate in shortlisting with relevant departments
Coordination & Supervision
o Coordinate all aspects of HRMU and provide technical direction for all the components.
o Support the project staff to carry out their responsibilities efficiently
o Support to all types of auditors by providing required documents and provide reply to comments
o Assess HRMU and recommend innovative day to day activities to increase effectiveness and efficiency.
o Ensure coordination between the operating teams of various department within HRMU and make sure that the whole processes and procedures are integrated.
o Ensure high level of confidentiality regarding personnel data and ensure all employee information is kept up to data, is complete and held in secure place.
Training &Development
o Assist in conducting training needs assessments in order to identify and design relevant training programs for the concerned departments.
o Support HRD team to assess and develop the institutional and human resource capacity.
o Coordinate with the concerned departments and assist in identification and development of over all capacity, while the result of performance appraisal should be kept in view.
Reporting
o Senior HR Specialist will report directly to General HR Manager.
o Review the semi-annual and annual HR reports and submit to HR General Manager.
Deliverable : -
· HR Plan for the recruitment of NTAs is developed.
· Developed technical evaluation report (TER) for prior review cases.
· Revise HR policy Manual if required.
· NTA positions of EQRA project are mapped according to NTA Guide line.
· HR Policies for manpower planning, recruitment, selection, induction, and orientation as per EQRA/MoE policy are implemented.
· Employee Hand book developed and shared
· High level of confidentiality regarding personnel information of NTAs is ensured.
· Semi-annual and annual reports are reviewed and submitted on time.
1) Education /Experience
a. Having at least Bachelor or master’s degree in business administration with 7 years of relevant experience or a master’s degree in Business Administration or its equivalent with 5 years of experience. At least three years of practical experience should in be senior level.
Recruitment, work condition and evaluation
1. Recruitment:
1. The recruitment will be done through transparent and competitive processes.
2. Work conditions
1. The Senior Human Resource Specialist will work according to Afghanistan MoE’s and donors' rules and regulation.
2. MoE will provide a proper work station at MoE main building.
3. Evaluation
1. The initial three months will be considered a probationary period.
2. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership as well as by the WB with observers of the key donors.
3. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.
4. These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank.
5. Contract extension is subject to fund availability, organization’s need, and satisfactory of performance.
1) Skills and Competencies
a. Strong computer Skills (Word, Excel, Power Point)
b. Excellent communication skills in English, Pashto and Dari languages
c. Proposal and report writing skills
d. Effective Project Management Skills.
e. Must be willing to travel throughout Afghanistan.
