Project Summary


Advancing Higher Education for Afghanistan's Development (AHEAD). The purpose of AHEAD is to improve employability of professional Afghan men and women through tertiary education programs and to generate workforce skills based on market-driven needs in Afghanistan. This includes initiatives to improve the academic, administrative, resources and management functions of universities for enhanced support to students and faculty members and university administrations. Tertiary education includes what is commonly understood as academic education but also includes advanced vocational or professional education. This may include public or private universities, colleges, research institutes, training institutes, including teacher training institutes.


Job Summary

Senior HR Officer will support the HR Manager in all HR related issues, including recruitment, hiring, orientation and training sessions of all host country nationals in compliance with FHI 360 Employee Handbook. She/he will also establish and maintain accurate personnel records ensuring full protection and confidentiality of employee data.


Duties & Responsibilities

Under the supervision of HR Manager, the Sr. HR Officer will:


  • Prepare and maintain accurate record, files and reports including responsibility for maintaining personnel files
  • Coordinate, arrange and plan all field offices recruitment process and follow up with candidates
  • Create and maintain  accurate records on leave, tracking and reconciling leave tracking system with financial records on a monthly basis, and in accordance with applicable Government of Afghanistan laws and USAID/FHI 360 rules and regulations;
  • Draft employment contracts and offer letters in accordance with AHEAD Policy and procedures
  • Assist with the review of bio data and employment verification of candidates
  • Update and maintain AHEAD HR Master list and employee information
  • Prepare the personnel action report on monthly basis for review HR Manager and submitted to Finance
  •  Maintain, track and follow up on probationary period assessments of AHEAD Staff
  • Prepare monthly closing report to for HR Manager
  • Perform HR activities for the project, including review of job descriptions, placement of job announcements, attending interviews on behalf of HR Department, scheduling interviews and capturing selection processes, compiling new hire paperwork. 
  • Help HR Manager in reviewing and controlling the records management system and ensure compliance with FHI 360 and Afghanistan Government Requirements.
  • Draft weekly and quarterly HR reports in close coordination with the HR Manager;
  • Communicate effectively, verbally and in writing, to all staff on HR policies and procedures;
  • Contribute to the HR performance measurement, monitoring & control systems
  • Undertake other tasks and responsibilities as assigned by direct supervisor.




Job Requirements

  • Bachelor’s Degree in business administration with specialization in HRM, or related field is required
  • Minimum of 5 years of HR officer work experience in international INGOs, preferably on USAID-funded projects   
  • Good knowledge of Afghanistan Labor Code and NGOs regulations
  • Excellent communication and problem solving skills a
  • Experience working in a diver setting, with group of national and international staff
  • Strong Communication skills in Pashtu, Dari and English
  • Strong organizational and diplomacy skills to deal with people
  • Understand dynamics of working in multicultural environment
  • Ability to work effectively with all team members
  • Ability to create a supportive working relationship with all project teams
