Development and delivery of core HRM services including, recruitment, induction, training and development, employee and organizational relations plus filing system.
1. Recruiting staff: this includes developing job descriptions, preparing advertisements, checking applications forms, short-listing, interviewing and selecting candidates.
2. Make sure any recruitment takes place in full conformity with the MoE policies and procedures.
3. Advertise job Ads, look for qualified candidates, invite and encourage prospective candidates for employment with MoE. Screen candidate in collaboration with the hiring unit, short-list the ideal candidates. Participate in interview, and make hiring recommendations. Inform short-listed candidates for test/interviews and the final result. Ensure transparent and bias free recruitment process.
4. Coordinate and supervise preparation of employment agreements for all MoE staff.
5. Assist the General Education Directorate/HRMU in establishing calendar and process for completing annual employee performance evaluations.
6. Track and notify managers when annual appraisals are due - managing any resulting staffing change requests and contract amendments - ensuring that policies and procedures are followed according the Personnel Policy Manual.
7. Provide applicants with information about the job including hours and pay, tasks, responsibilities and working conditions.
8. Notify applicants of results of selection process and prepare job offers.
9. Check references and suitability of applicants before making the offer.
10. Prepare job descriptions and letters of appointment.
11. Planning and deliver training, including inductions for new staff.
12. Discuss recruitment policies with superiors to ensure effectiveness of selection techniques and recruitment programs.
13. Enter HR data into (HRMIS) and generate different kinds of reports.
16. Establish system for personnel files, and ensure that it is maintained.
1. University degree in Human Resource Management or similar field.
2. Minimum of 2 years experience in an equivalent position. Must have willingness to travel to provinces. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties.
