FINCA Afghanistan, Multi Location
The Senior IT OFFICER will provide support to all IT systems and functions in Head Quarter, Kabul Regional Office and across all branches of FINCA Afghanistan. This will include administration, management, upgrading, and trouble-shooting of all hardware, software, and network facilities.
Ensure quality of IS Services specified in the IS Services Catalog with the main focus on the core banking application;
Supervise and Manage Helpdesk for end user support.
Take charge and ensure adequate IS Security coverage is maintained at all areas under the IS domain including but not limited to data, infrastructure, networks etc.
Align IT strategies and operations to business goals.
Collect business requirements for IS and manage stakeholders expectations;
Consult internal business customers on IT solutions that could satisfy business needs;
Develop and implement IS procedures based on FINCA’s global IS policies;
Ensure reliability of backup/recovery procedures;
Ensure information security on the organization;
Plan, track and control IS budget;
Formally manage IT projects;
Coordinate and support provision of IS trainings to system users;
Provide specifications and standards in procurement of IS hardware, software, and services;
Ensure quality of IT assets and services purchased from external suppliers.
Perform any other related duties that may be assigned from time to time.
Take charge and ensure adequate IT Security coverage is maintained at all areas under the IS domain including but not limited to data, infrastructure, networks etc.
Lead business continuity and IS disaster Recovery Planning initiatives and provide both leadership and expertise to implementation in case of an incident.
Devise and implement an effective plan to deliver a satisfactory risk and audit profile for IT and achieve audit and assurance targets.
Report to management periodically and ensure that subsidiary management team is kept abreast with developments and performance of the department, whilst escalating matters as necessary.
Develop a highly skills, responsive and innovative team to enable the department meet its performance objectives.
Undertake research in area of responsibility and appraise management on developments in the industry that impact the bank’s IS processes, systems etc.
And any other duties assigned. Responsible for write PL/SQL packages, triggers, procedures, functions in oracle database
Manage the installation of new hardware and software.
Manage the server, computers, printers, UPS, software, other hardware.
Maintain the integrity the network, database, and file storage.
Administrate the security of the system and ensure that the users are provided with passwords.
Supervise the provision of the preventive and corrective maintenance services.
Supervise the IS department in absence of IS manager, lead Systems and Network administrator.
MIS Maintenance
Training and support to FINCA’s Management Information System (MIS).
Oversee the conversion of accounting data and client information from existing systems to the SIEM system. Liaise with SIEM technical-support staff to ensure smooth transition to the new system.
Assist with maintenance and trouble-shooting for the SIEM MIS to ensure the flow of accurate and timely information.
At least 2 years of experience in implementation and support of IT systems;
Over 1 years of experience at management positions in IT;
Experience in microfinance or banking is an advantage
Bachelors degree in IT(Computer Science) or equivalent qualification Required
Knowledge of TCP/IP/networking implementation Also IT projects.
Strong experience of Designing, Maintaining and Troubleshooting of Networks
The candidate should have extensive and proven experience in Network design, Implementation and maintenance.
Experience with Windows family operating systems
Experience with enterprise databases (at least one of Oracle, DB2, MS SQL, Sybase);
The candidate should be proficient in Establishing LAN and WAN.
Strong communication skills in Dari, Pashto, English;
Must be self-starter with excellent demonstrated teamwork skills.
Willing to work under pressure and longer hours.
DESIRABLE KNOWLEDGE AND SKILLS:
Excellent project management skills
Experience with the specific operating systems, applications, database applications or programming languages in use at the site
Experience with more than one operating system and also with sites running more than one operating system.
Good communication and interpersonal skills.
Experience in networking: routers, routing protocols, firewalls, VPNs
Experience with enterprise databases (at least one of Oracle, DB2, MS SQL, Sybase);
