At this level job holders typically have independent responsibility for technical, specialized work including planning, organize and coordination ICT activities. They deal with daily technical issues and the jobholders are expected to consistently demonstrate a high degree of personal responsibility and initiative to respond independently to all ICT technical and operations queries.
Jobholders have a level of IT expertise and knowledge to adapt and develop standard systems and process in order to continually improve the level of support provided.
The purpose of the job to lead Information Technology maintenance and support activities to enable the effective delivery of IT services. Furthermore, jobholder is typically expected to develop part of the database and provide end-users technical support after delivery of the IT Solutions in line with business requirement.
Information Technology:
Assist primary and initial deployment of new IT infrastructure at offices including installation, configuration and maintenance for more than 10 servers, Cisco switches, Firewalls, Access points and P2P links.
Ensure WFP Afghanistan all System backups and data security through collection and analysis of accurate reports on IT activities, investments and manage WFP online filing and directory system for IT including Glass, Teamwork, ITS, Box, in accordance with WFP corporate standard.
Effectively manage WFP LAN, WAN & servicedesk ticketing system on daily basis and providing on time support to end users and services with managing more than 500 user’s domain accounts with integration of other services in WFP IT System.
Develop and deploy a variety of documentation including, but not limited to APP, DRP, SOPs, MoUs, NFRs, System manuals, Monthly sheet and directives and equipment for use of WFP staff to ensure staff have access to the required IT services and products.
Coordinate with inter-unit and other UN agencies in order to align activities and maximise possibilities of inter-agency collaboration in the field of IT and Telecom.
Provide training and advice to clients and end users of IT services, understand and resolve issues and ensure IT policies, procedures, systems and tools are correctly applied to assist WFP staff in conducting their Work.
Manage and coordinate a team of ICT support staff including the capacity building and performance appraisal (PACE/PAR) of staff, to ensure individual and team objectives are met in compliance with all relevant regulations and policies.
Working closely with Head of ICT and ICT Operations Officer and carry out any task assign by them.
Desired Telecommunication & Database experience:
Undertake Telecom network installation, setup and maintenance including, but not limited to (HF, VHF, UFH, DMR…) and keep update the Telecom software.
Design, develop and maintain WFP Databases and have proven ability in SQL, MySQL and other database engines.
Able to install, configure, upgrade and troubleshoot the Telecom network including, but not limited to (HF, VHF, UHF, DMR..) and other CODAN equipment.
Implementation and tuning experience of Database including knowledge of Schema Design, Query Tuning and Optimization and Data management.
Education: University degree in Computer Science, or secondary school education and a post-secondary certificate in the related functional area with additional years of related work experience and/or training/courses.
Experience: More than 5 year of most relevant work experience.
Certification: CCNA, MCITP, and preferably also CCNP, VMWare and database administration
Language: Fluency (level C) in English language and in Pashto and/or Dari;
Desired Experiences For Entry Into The Role:
Has successfully performed installation or testing of new hardware for improving or upgrading system performance, such as servers, VSAT, Firewall, Switches & Access points.
Has proven experience analysing server management, complex network management, IT and Telecom system management in emergencies.
Have experience in VSAT setup, configuration and management GVF (Global VSAT Form) Certification will be advantage.
Proven knowledge and experience of Server Services management (AD, DNS, DHCP, NTP, RODC, FTP and Microsoft Office 365) and proven experience in ESXI and VMware and certification will be advantage.
Contribute to installation, configuration and customization of IT systems, as well as integration and immigration of data between systems ensuring compliance with WFP’s IT standards, guidelines and procedures.
Has coordinated and managed small or medium projects and team.
Has assisted change/Project management and skill in ICT Project.
Service Management: Monitors and supervises maintenance and installation work against the established standards and protocols for service excellence and takes proper actions to correct inconsistencies and improve overall quality and customer satisfaction. Ensures that operational problems are identified and resolved.

Technical Expertise: Exhibits deep technical knowledge in area of expertise and actively transfers knowledge to strengthen the skill base across the function; considers the most appropriate use of technical resources to ensure skill development and optimization of resource allocation.
Client Management: Exhibits a detailed understanding of customers’ IT requests in order to effectively address and manage internal customers ‘needs. Identifies recurrent issues to propose long-term solutions.
Procurement and Contract management: Able to conduct a cost-benefit analysis of alternative technologies and vendor service level agreements to consolidate options and assess suitability.
Teamwork: Ability to work amicable with fellow employees in all kinds of situations and helping others of team to achieve a common goal quickly and effectively.
Terms and Conditions:
Position Title: Senior IT Operations Associate
Grade: General Service - Level 7 (GS7)
Contract: Fixed-term - One-year renewable
Duty Station/travel: Kabul, Afghanistan with travel inside Afghanistan
Salary: Starting at USD 33,483.00 net per annum (exempted from Afghanistan income tax)
Pension: USD denominated pension plan
Medical Plan: International valid medical plan valid also for staff, spouse and dependents children under 18 years
Annual leave: 30 working days per annum
