Project Summary


The Advancing Higher Education for Afghanistan’s Development (AHEAD) program supports the government of Afghanistan and its Ministry of Higher Education to increase access to higher education for vulnerable populations, improve the quality and relevance of higher education that supports market needs, and enhance the management and administrative capacity of Afghan higher education institutions (HEIs) and government counterparts. The five-year activity builds upon the results of USAID’s previous higher education investments and accelerates human and institutional capacity through a network approach whereby Afghan HEIs are partnered with Coordinating Universities across key growth sectors including Agriculture, Business, Education and Health. AHEAD’s Higher Education Networks involve a larger number of institutions and a broader set of activities than traditional university-to-university partnerships, providing a mechanism for strengthening Afghan HEI capacity, and promoting channels of communication and collaboration across the ecosystem of public and private HEIs in five Afghan provinces.


Job Summary

The Senior Manager, Organization Development (SMOD) will directly report to Director of Management Quality. The SMOD will lead and supervise team operating under the OD component of AHEAD. Working closely with AHEAD leadership and other Senior Managers, the SMOD is responsible for technically leading the design of an institutional capacity assessment of MoHE focused on management capacity and policy implementation. He/she will draft a capacity development plan and track its implementation overtime. SMOD is also responsible for planning and overseeing the execution of training and technical assistance strengthening internal management systems., This will be including financial, administrative, and human resource (HR) functions within MoHE and targeted HEIs. More specifically, the SMOD will institutionalize effective systems of administration, finance, procurement, contract, internal audit, and information technology in order to increase the capacity of the MoHE and HEIs and support institutional autonomy of the universities. The SMOD will carry out his/her responsibilities in a manner that ensures the timely realization of project objectives for AHEAD.



Duties & Responsibilities

The tasks and responsibilities include, but are not limited to the followings:


  • Work closely with relevant directors of MoHE to develop and implement the institutional capacity assessment of MoHE.
  • Work closely with vice-chancellors of targeted HEIs to develop and implement capacity assessments of their respective HEIs.
  • Technically lead and assist in drafting a capacity development plan and progress tracking tool for MoHE and HEIs based on the institutional capacity assessment.
  • Work closely with MoHE to establish University Autonomy Taskforce and provide technical oversight to the implementation of Financial Autonomy at HEIs.
  • Draft and supervise the preparation of concept notes, work plans, action plans and other implementation mechanisms for AHEAD program activities at MoHE and HEIs, as necessary.
  • Coordinate and communicate the OD activities of AHEAD with stakeholders including MoHE, HEIs, and partners, that include preparing periodic reports and success stories to document the success of relevant AHEAD component activities.
  • Work with relevant directorates and administrative departments of the MoHE and HEIs to provide technical assistance in developing policy and procedural capacity that strengthens MoHE systems, administration, financial and management capacity.
  • Develop and supervise systems and training programs that improve human and institutional capacity within MoHE and target HEIs that contribute to improved administrative and financial management and which promotes financial and administrative autonomy of HEIs.
  • Work closely with MoHE and HEIs to develop and improve the ICT infrastructure to ultimately support the management capacity of MoHE and HEIs.
  • Do all that is necessary to achieve the AHEAD deliverables.
  • Incorporate gender sensitive strategies into all OD activities of AHEAD.
  • Ensure that mechanisms are in place that will aid the sustainability of universities financial autonomy, capacity building and systems beyond the AHEAD project.
  • Carry out any other duties assigned by supervisor, DCoP and AHEAD leadership.


Job Requirements

  • A bachelor’s degree with seven years of relevant experience or a master’s degree with five years of relevant experience is required. Degree in Business Administration, Policy & Public Administration, or Economy is required.
  • Practical experience in project/program management in area of institutional systems development and capacity building.
  • Previous working experience with Afghan government, USAID projects and especially with MoHE and public universities desirable.
  • Proven knowledge and experience of leading complex teams is required.
  • Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills are critical.
  • Technical and practical knowledge of database and systems development in the area of Finance, Procurement, Inventory, Human Resources, Internal Audit and ICT.
  • Knowledge of political situation, social and cultural features of Afghanistan government is desirable.
  • Ability to live and work in challenging situation
  • Must be a team player and able to work with and through others.
  • Practical experience in change management and reform projects are highly preferred.
  • ·Be able to work effectively with all levels in an Organizational, especially with government entities.
