Health Status: The health status of the approximately 25 million Afghans is among the worst in the world. The infant mortality rate is 129 per 1,000 live births and the maternal mortality ratio is 1,600/100,000 live births. The nutritional status of children and women is very poor. The poor health status of women and children is exacerbated by a very high fertility rate and low contraceptive prevalence. Most of the burden of diseases results from infectious causes, particularly among children where diarrhea, acute respiratory infections, and vaccine preventable illnesses likely account for 60% of deaths.
2. Health Care Services: Until 2003 the performance of the public health system was poor (e.g. only 8% of women received prenatal care) with the exception of mass vaccination campaigns which achieved high coverage. Since 2004, there has been a large increase in service delivery, about 90% of it provided by NGOs. The Ministry of Public Health (MoPH) has taken the responsibility to organize the allocation of funds within the sector and to set guidelines and standards for service provisions by NGOs, which are contracted. The Basic Package of Health Services (BPHS) and Essential Package of Health Services (EPHS) have been developed which clearly delineate the service that should be provided by each type of primary health care and hospital facilities respectively.
3. Health System :
Despite impressive progress in health system development and services delivery, Afghanistan still faces tremendous challenges in provision of equable quality health care. In addition to security and dependency on external support, challenges such as improved access to health care, up grading the skills of service providers, weak demand for services utilization, and gaps in stewardship role of the ministry such as properly monitoring the system at all levels, are example of these challenges. In order to strengthen the system and address the bottlenecks, the Global Alliance on Vaccination and Immunization (GAVI) opened an opportunity to a group of countries to fill the gaps and strengthen their health systems.
4. MoPH response:
Afghanistan submitted its proposal in accordance with the donor guidelines, proposing some of the critical areas that affect the system. These areas mainly include , improved access to quality health care, increased demand for health services utilization and strengthen stewardship role of the MOPH at different levels.
1. Develop M and E standards and guidelines for the MoPH especially HSS activities in close collaboration with other Ministries, MoPH departments and partners.
2. Provide technical assistance and capacity building to various department of the MoPH. NGOs and other stakeholders on the M and E activities especially related to HSS activities.
3. Provide TA and analyze the performance of the health system strengthening initiatives according to regular reporting information.
4. Assist in developing new proposal setting indicators and bench marks.
5. Assist in designing conducting of impact evaluation especially for HSS activities.
6. Actively Participate in MoPH technical forum (TAG, CGHN, Taskforce) and provide technical inputs.
7. Review the progress of indicators and update the relevant officials of MoPH.
8. Actively participate in developing progress report.
9. Lead the HSS monitoring team, and ensure proper M and E or entire HSS activities.
10. Conduct missions to the provinces where required.
11. Any other task assigned by line manager.
• Has to be master degree holder from one of the reputable public Health provinces.
• With at least three years experience in Monitoring and Evaluation of health services or its related fields.
• Work experience with NGOs and UN agencies and ideally with MoPH.
• Fluency in English both written and Oral.
• A demonstrated ability to get along with people and deal with disagreement.
• Excellent Computer Skills, Especially in MS Word.
