The Senior M&E Officer works under the supervision of the Monitoring, Evaluation and Learning Manager and is responsible for ensuring that the SIKA M&E mandate is fully incorporated into the SIKA-East program. This individual will support the MEL Manager and the MEL Team Lead in the management of MERU-MELG. The Kabul Senior M&E Officer will support the Kabul M&E Officers (provincial focal points) in the day-to-day operation of all M&E activities and to make sure that the M&E data management system is fully operational.

The Senior M&E Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

The Senior M&E Officer will undertake a wide range of M&E-related tasks, including but not limited to those stipulated below:

Duties & Responsibilities

Under the direct supervision of the Monitoring, Evaluation and Learning Manager, undertake the overall monitoring of SIKA- E activities at the SIKA-East provinces s including:

The Senior M&E Officer is based in Kabul and as a member of MEL team provides support to the Stability in Key Areas (SIKA-EAST).

S/he contributes into development of M&E system, Performance Monitoring Plan, conducting baseline study, field mapping and overall M&E output.

The Senior M&E Officer ensures that SIKA-East activities are realized according to the USAID approved Performance Monitoring Plan (PMP).

Together with the Kabul based M&E focal points, to assist with the day to day operation of the M&E activities at the field level.

The Senior MEL Officer will review and compile the activity monitoring reports from the SIKA-East areas of operation and provide a feedback report to the other SIKA-Units on a regular basis.

Work closely with the Grants Management Unit and ensure that M&E related activities/documentation for grant milestones are implemented and completed.

To create a strong data repository filing system for MERU-MELG and to make sure that the data is updated regularly.

To fill the gap of Kabul based M&E officers when they are on leave and or on a field mission and act for MEL Manager/MEL Team Lead when required.

To represent MERU – MELG in the necessary SIKA-East trainings, Meetings and Events.

To verify and ensure good quality data captured - in collaboration with the focal point Kabul M&E Officers against the SIKA-East Results Framework and entered to the database.

Supervises the consolidation, collection and entering of data into the SIKA-East M&E database at the central level.

To keep track of the reporting deadlines for MERU – MELG in particular Afghan Info and TraiNet and to follow up with the relevant individual/units for timely submission of the data.

Assists in preparation of monthly and quarterly analysis M&E reports (both qualitative and quantitative).

Assists in the development of training materials and coordination of trainings in M &E for capacity building of technical staff.

Common Duties:

Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.

Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


From 3-5 years of professional experience working in a similar, M&E position is required.

Working experience in an NGO, international organization or USAID-funded project experience is preferable but not required.

Completion of High school is required, and some collegiate of technical education is desirable.

Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.

Ability to communicate effectively, and be organized and articulate is required.

Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues are required.

Excellent language proficiency in spoken and written Dari, Pashto, and English are required.

Strong computer skills, particularly with Microsoft Office and the Internet are required.

Good knowledge of reporting, record keeping and strong writing skills are required.

Candidates should be self-disciplined and motivated critical thinkers who are willing to work under pressure to meet deadlines.

Knowledge and experience of M&E tools, methodologies and approaches (including data collection both quantitative, qualitative as well as participatory) are required.

Strong experience in planning and implementing activities is preferred.

Ability to write qualitative and quantitative reports is required.

It is unlikely that an individual will be selected who does not already have the prior training and experience to fully perform at the grade 8,9 level, or who in some other way does not fully meet all requirements for the position. However, should such an individual be offered a position, the offered salary may be at less than the minimum salary in the grade 8,9 pay band.
