About Ministry of Education (MoE)

A relevant, high quality curriculum is essential to ensuring education systems equip learners with the attitudes, skills, knowledge, and values to participate and contribute meaningfully to their social and economic contexts. Whilst acknowledging the enormous progress made since 2002 in expanding access to education to all groups within society, the Government of the Islamic Republic of Afghanistan (GoIRA) now considers the improvement of quality in its education system to be a key priority over the next five years. Underpinned by broader concerns about learner achievement, the Government also seeks to improve the preparedness of youth for employment and to better ensure its education systems foster the inclusiveness needed for continued national reintegration, in part by revisions and improvements to the education system. The third National Education Strategic Plan (NESP III), positions improved quality alongside continued expansion of access to education and sector-wide management reform as its guiding priorities through to 2021. A critical component of quality improvement is comprehensive, evidence-based curriculum reform.

With the Curriculum Framework for General Education and subject syllabi completed, UNESCO is currently working in partnership with MoE technical working groups to develop textbooks and learning resources for the following subject areas: First Language Dari. The subject area learning resources (textbook, teacher guide and parent guide) are in differing stages of progress and require further development and refinement prior to being endorsed by the MoE. 

Job Summary

MoE requires Senior national subject specialist with deep subject matter and pedagogical expertise to assist the further development of learning resources (textbooks, teacher guides and parent guides) in the following subject area of First Language/ Dari.

The national subject specialist will be required to work closely with the MoE subject technical working groups and international subject specialists to develop learning resources (textbook, teacher guide and parent guide) in the designated subject areas in line with the subject syllabi and the Curriculum Framework for General Education 

Duties & Responsibilities

1. Provide daily technical advisory services to the subject-specific technical working groups members and effectively coach them to produce subject-specific learning resources (textbooks, teacher guides, parent guides and etc) in line with the Curriculum Framework for General Education and Subject Syllabi.

2. Provide continuous technical advisory services to improve the quality of the subject-specific learning resources (textbooks, teacher guides, parent guides).

3. Work closely with international subject specialist engaged for the revision and development of learning resources (textbooks, teacher guides, parent guides.

4. Draw on best international learning resources (textbooks, teacher guides, parent guides to enhance the quality of learning resources and assist the group in the development of subject-specific learning resources.;

5. Build capacity of members of the technical working groups through collaborative engagement across all planned activities.

6. Attend weekly meeting at MoE and fully represent the relevant technical subject working group.

7. Compile a monthly progress report and share with MoE;


8. Perform any other duty as assigned by the supervisor.

Job Requirements

Education 

Bachelor or Master degree or above in First Language Dari or any related field, preferably with Teaching/teacher preparation, education and curriculum (B.A, M.A, MEd or any related field).


Work Experience 

Bachelor degree with at least 7 years and Master degree with at least five years of relevant work experience in teaching, teacher professional development and curriculum and instructional materials development in respective subject areas.


Skills 

· Strong background and familiarity with curriculum development in one or more subject-specific areas;

· Proven leadership and facilitation experience in developing subject-specific curriculum;

- Rich experience in the classical texts of Dari.

· Strong sensitivity and adaptability (cultural, gender, religion, race and nationality);

· Ability to interact with a wide range of high–level stakeholders;

· Excellent strategic and analytical skills;

· High-level drafting and communication capacity in English, and with the national languages of Afghanistan (Dari or Pashto).
