Afghanistan Value Chains Program (AVCP), a USAID-funded program implemented by DAI Global, LLC (DAI), supports the expansion of sustainable agriculture-led economic growth across Afghanistan. AVCP achieves this goal through the support of anchor firms in the livestock and crops value chains. AVCP partners with and supports anchor firms through a market systems development approach, implemented through ‘Deal Notes’ which are co-designed agreements that respond to critical constraints while driving project outcomes. In implementing Deal Notes, AVCP works almost exclusively with agribusinesses and key value chain stakeholders to increase sales, investment, and productivity, among other key indicators. The growth of the anchor firms promotes the efficiency, profitability, and strengthening of the value chains with a direct and positive impact on rural economies, households, and livelihoods.
The AVCP focuses its interventions on key value chain leverage points, such as input suppliers or traders linked to large wholesalers, processors, and farmer associations. In doing so, AVCP will accomplish the following fundamental sub-purposes:
Sub-Purpose 1: Increased Productivity and Stability of Value Chains
Sub-Purpose 2: Improved Commercial Viability and Operational Efficiency of Agribusinesses
Sub-Purpose 3: Engage Afghan Women in Agriculture
Sub-Purpose 4: Climate Change Mitigation and Resiliency Strengthened
The Procurement Specialist will support the Sr. Procurement Manager with day-to-day operations of the procurement department. He/she is responsible for the timely execution of procurements, as well as ensuring compliance with the procedures outlined in the Field Operations Manual.
The responsibilities of Senior Procurement Specialist included, but not limited to following:
• Assists Procurement Manager in the procurement of goods and services in compliance with DAI and USAID rules and procedures.
• Draft RFQs and RFPs for procurement of goods and services
• Draft Source Selection Memorandums and upload relevant documents in TAMIS and SP
• Review procurement requisition and purchase records in TAMIS
• Draft NXP request and Waivers for procurement of restricted goods and commodities
• Review all TAMIS documentation for compliance and audit.
• Keep track records of POs and ensure timely payments are made to the vendors.
• Schedule and lead bid opening and evaluation committees.
• Review and submit payment request to finance for paying the vendors.
• Ensure constant follow up is made with technical and logistic for deliveries being made under the POs.
• Conduct market research for procurement of technical machineries and assist the team in preparation of technical specification.
• Assist procurement team in day-to-day procurement activities.
• Handles vendor accounts and tracks inventory of purchases.
• Assists in database entry for procurement tracking and reporting.
• Maintains electronic files both on TAMIS and SharePoint.
• Coordinate and collaborate with all procurement staff to carryout operation and procurement tasks.
• Check the documents based on accuracy and compliance to the FOM/ DAI/Policy and procedures.
• Responsible for coordinating documentation requirements with various departments, i.e. Operations, finance, Technical/Delivery, and other areas.
• Organize form, memos, letters, etc in soft for procurement department and to share with all engaged departments to support them in operation and procurement.
• Conduct market surveys and collect quotations as per DAI policy, procedures.
• Share and coordinate operation and administrative works with procurement manager, prepare reports on carry out the responsibilities in given time.
• Other tasks as assigned by line supervisor.
• Bachelor’s degree in business, management, or other related field with 5 years of relevant experience.
• Prior experience in USAID project procurement and/or DAI procurement systems is preferred.
• Familiarity with USAID rules and regulations
• Fluent in English language
