Job Summary

Under the overall guidance and direct supervision of the Project Manager, the Senior Road Engineer will work closely with the technical and support project team to provide the necessary technical expertise and design documentation for the project implementation ensuring compliance of designs, drawings, specifications and work methodologies with the American Association of State Highway and Transportation Officials (AASHTO) design standards as well as the American Society for Testing and Materials (ASTM) standards. The Senior Road Engineer specifically works with MRRD and UNOPS/TSP design groups on preparation and review of designs, reviews of technical specifications and work methodologies to ensure compliance with AASHTO, ASTM as well as MRRD, MPW and National Rural Access new standards. The Senior Roads Engineer’s responsibilities include, but are not limited to:


The Senior Road Engineer works under the overall guidance of Project Manager and is responsible to assist the Project Manager with review and approval of designs and technical documentation produced by the project engineering staff and contractors. . Additionally, the Road Design Unit provides capacity building and mentoring to TSP-UNOPS Civil Servant counterparts and contractor Engineers. The intent is that the Program manager will guide the National Senior Road Engineer. Once the National Senior Road Engineer has achieved the required Standards agreed to by TSP program manager or Deputy program Manager, then the incumbent will be fully works with Deputy Program Manager for the performance of the Road Unit.

Duties & Responsibilities


Supporting the project Manager in ensuring the overall and timely delivery of URAP project implementation.

Taking responsibility for timely completion of various construction activities according to approved work plan, the budget and specified quality standard.

Controlling and appraising the progress of the works and ordering the suspension of works or, in consultation with the Project Manager, authorizing extensions of the period for the completion of the works.

Reviewing the contractor’s drawings and other design documentations as per required specification ensuring adherence to AASHTO, and the National Rural Access new standards.

Ensuring that all designs and construction works are completed to the highest standards.

Providing advice and direction to ensure good environmental practices and controls during construction and mitigation of the environmental impacts of the works.

Assisting in establishing and ensuring adherence to regular communication protocols between project engineers and contractors.

Assisting in ensuring the timely submission of progress reports and inputs to the Project Manager, and facilitating the compilation of inputs for monitoring and evaluation.

Monitoring the timely submission of payment requests by the contractors.

Providing advice and coordination of the road construction works in conjunction with the Contract Management Section and the Contractor.

Assisting the QA/QC and Project Engineers with monitoring the work of the contractors.

Reviewing the existing practices of local contractors and the conventional methodology of road construction; making recommendations that will increase safety on the road constructions sites and taking into account any budget constraints.

Reviewing QA/QC site visit and materials testing reports to ensure that sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications.

Providing technical input and assisting the Procurement Management Section with all contractual matters for the completion of the respective contracts.

Reviewing and endorsing any design changes that are processed by other parties.

Assisting with building the capacity of UNOPS’ road engineers in construction techniques including good practices and troubleshooting methods.

Providing technical advice and assistance to contractors to ensure that economical and quality materials are purchased.

Monitoring the implementation of the works by conducting site visits and providing guidance for improvement and good results.

Providing regular progress reports to the Project Manager and other stakeholders as required.

Performing any other duties requested by the Project Manager

Job Requirements

. Education and Experience


Bachelor’s Degree in Civil Engineering is required. Professional Certificate in a relevant field and/or Master’s Degree will be considered an asset.

Minimum 4 years of a progressively responsible experience in large scale road construction projects is required.

Knowledge of design softwares such as AutoCAD, Civil CAD, Civil 3d and other structural design software is an asset.

Knowledge of Microsoft Project software also an asset.

Previous work experience in construction projects implemented by the UN or other international Organisations.

Previous experience in monitoring and training counterparts is an asset.

Fluency in both written and oral English is essential.
